For the healthy, it's demotivating and kills real creativity. Hopefully the effect is not permanent. As an employer you probably don't want employees who smoke dope. (Hm, why is it called that?) If they drink, if they smoke tobacco, you don't mind.
Trump is all about business and winning. The USA is his team, and he doesn't want slackers. That's my guess.
