I have not read all of the EOs but the first and last relate to the end of prohibition. Prohibition was used to get the votes to pass and bring in the Federal Reserve from what I remember. The ending prohibition legitimized and legalized all the mafia run enterprises that popped up under prohibition. If you think of the Problem, Reaction, Solution thinking, the call to legalize drugs in this country after the mess the war on drugs made was gaining steam under BO and probably would have continued under HRC. That could have created another powerful industry that would be beholden to the powers that be. Just a thought.
