Oddly enough the term seems to have been used mostly in Australia up until recently. Look at Google Trends for "bomb cyclone" and you'll see it's spread through english associated countries.

It reminds me of the S King miniseries, "Storm of the Century" In it the old woman in the beginning is watching a Nor'easter blow in on the TV. She says something like "When they tell you to watch out nothing will happen, but when they tell you to be calm, that's when it's going to be a bad one."

I think the term is being used to pump up fear.

Without a doubt. It's the same as anytime there is a summer storm the weather assholes start beating the tornado drum telling people to get in the bathtub and wear a helmet.
