Seems a bit weak to me. My guess is that Trump and Bannon are starting shit to see who approaches Bannon hunting for information. If the cabalists are desperate and think they can get to Bannon, they might be ready to accept any information he'd be willing to divulge.

Bannon may very well be a honeypot to weed out which of the cabalist flies are starving for solutions to their problems.
