He is right. Historically, the Eastern part of Ukraine is the core of Russia. They split it off as an administrative unit, then when the SU dissolved, it became independent. Partitioning it from the western Ukranian speaking majority would have been as peaceful a solution as what Checkoslovakia did. But the CIA wanted to plug up the Russian pipeline.
