The President can issue a pardon against any federal charges. This also applies to prospective charges that could come; that's been done too. It's in the Constitution.

Well hell, if Bannon actually called Trump's son a traitor and said that Trump was met Veselnitskaya himself (apparently without evidence for that charge) – there's no point trying to maintain relations with someone like that.
