I think it will not work with slow or partial disclosure. The Sheeple People will never make it that way. Its better to give them a real hard punch, wait for it to have affect and after that talk to them - thats our job. 6-7% Percent will not make it anyway, as Q mentionend. We dont need them to make the change.
