Seems "Zack" is stressing the importance of the launch with respect to NOKO.

Sure looks like it, Anon. This side of Q-Team, we'll never know or have hints confirmed, but a military payload is not something that should leak out. Looks like a way of handling NOKO without a major conflict breaking out.
