It's a bit more complicated than that.

America is a key threat to global power structures. Individual liberty is a cultural virtue and our discretionary income is very high. Most other 'free' nations have incomes confiscated by the government and then handed back for 'benefits' that are controlled.

This is dangerous. It makes it difficult to control wealth development and investments. Rogue individuals can develop fighting means and deploy them. This is especially the case with CAD-CAM hitting the market for individuals. We can engineer our own Air Force if we wanted.

This means we must be subjugated. This will not be easy. Our 2nd amendment and its cultural importance is a major obstacle to most top-down authority moves. We would simply go on the murder path if the government decided to get too aggressive.

This brings us to Antifa, class warfare, and racial tensions. The left and right must be made to fight each other. The right must be goaded into war not with the government, but with other citizens. They can then be framed as oppressors and grounds given for the use of military force against the political right.

The military would fragment and the economy would be crashed. Military service members would be forced to choose between fighting for an ideology or feeding their families. Much like the first civil war, the officers would be the only ones who can afford ideology. The majority of the military staff, spare some of the front line groups, would remain in service with the federal government, which would request assistance from the UN for peacekeeping operations.

This would eventually settle into the management districts proposed in agenda 2030 documents. The States would lose much of their legal sovereign status and be divided into resource management districts tasked with paying back war debt and other fun rationalizations for fiscal slavery.

As such, the provocation to violence had to be defused. The keystone of the Presidency had to be taken out of play. Without the President being aligned or ambivalent to the agenda, the strategy becomes much more high risk.
