Personally, I would also require loyalty, lawfulness and patriotism. However, these things and those you listed are not discerned easily.
I am not in a position to hire recruits. That being said, myself and others have been discussing creating a group centered around lawful-vigilantism. More like a glorified and expanded neighborhood watch group. Finding funding, assets and resources would be the initial hurdle. If something develops, I'll find and notify you.
