This posting is a coded message saying that Opsec is "Poor". (key is first capitalized word following ":" in 2nd line). The word obsec is intentionally misspelled as obsec as the "b" is pointing to the "P" in "Poor" for the first key word. This keyword is then to be used at the first comma in the message at "maintain obsec," = "Opsec = Poor". Another key may be the use of the word Maryland multiple times (re: I wonder who did it. <== no question mark, thus is a statement).

An interesting question. Someone must have a lot of time to work on this one (the stringer). There is some interesting results in keys. I've seen \? form something. The thing about multiplying combinations becoming divergent is that a preconceived convergence needs to be imagined. Some people work differently when they have the time.
