FBI is about to get a swift kick in the nuts and the natives will want blood. Instead of the FBI being shut down, Wray falls on his sword. He has been in charge recently and resigning might satisfy the natives bloodlust. Then, trump can put __ (military intel person?) in charge of FBI and "reform" it.
