It is certainly the United States. Not SA. It's US special forces in every country on every continent. How many more people on earth are familiar with the phrase 'United States' versus 'Saudi Arabia'….indigenous tribes in South America or New Zealand know who US is, but never heard of SA (or Rothschild, Soros or Windsor, for that matter)
