Looks to me like the shill portion is political activism 101:

Your oppnent and supporters have limited time and money, so whenever you get them to waste either, it's a win.

Like some people, when a supporter of the opposition knocks on their door unbeknownst, will try to keep that person talking and talking, knowing they are being kept from influencing others.

Here, it's time they want to waste and doesnt matter how, just get us talking about immaterial stuff or creating pointless memes or arguing.
