They're not random. Those are command and control directives being transmitted verbally to operators in the air. The controller calls out the letters. They use a rolling cipher that changes with each transmission. Nearly impossible to crack if you don't have the key and algo to decrypt.
You won't figure it out until long after the event has occurred. The best those guys can do is try to correlate (after the fact) known events as reported in various mediums to skyking activity. It's only useful (IMO) to indicade when something MIGHT be happening. The traffic today was pretty light compared to the absolute shit storm that was going on when Trump was saber rattling at NORK during his Asia visit.
i tried but still don't quite understand the directives. I suspect there are more than one shifts. Note that there 26 lines (0-25), which indicates a simple alpha character set (as opposed to alpha num or ascii). The 7 on each line may be a shift, and the +4 may be another shift. Still digging, but the ROT # is the clearest clue we've gotten as to which type of cipher is being used…
