Whatever Q means by "shutdown" there is no way he can know for certain whether the government will be shut down. Congress is a major factor. It would be like predicting the winner of a horse race.
So either Q meant there is a contingency plan for government shutdown, or Trump is willing to play brinksmanship to the point of government shutdown, or else a different "shutdown" entirely.

There is no indication we are supposed to be able to make sense of these before anything occurs, which would be a terrible idea on Q's part for reasons of operational security anyway.
POTUS would not decide the government needs to be shut down willy nilly, that would be stupid. And that is not how it works.
Anything could happen in Congress either to make a shutdown more or less likely depending on who has leverage in negotiations.
Right. For instance, Hillary in handcuffs would give POTUS massive negotiating advantage and make shutdown moot. You would not get a government shutdown if the Democrats cave on everything.
