Started out as "Smart Rocks", evolved into "Brilliant Pebbles", related to "Rods of God" as they are all kinetic energy weapons. When the think tanks started doing the calculations to see what it would take to destroy Soviet rockets in the boost phase they realized the potential of utilizing the tremendous energy of orbital velocity and the gravity well.
Jerry Pournelle and Robert Heinlein both used kinetic energy weapons in their science fiction. It's possible that it's not science fiction today.

Without being too specific, there are rumors about intentionally setting off a catastrophic earthquake on the ring of fire. My supposition was that it would be induced with a nuclear blast such as envisioned in project plowshare.

A lot of things can trigger earthquakes, subduction zone movement tsunami. Tidal forces, seismic relief elsewhere, nuclear explosions, or a "Meteorite", like "Rods from God".
