Think less in terms of direct lines of control, and more of indirect influence. His handlers surrounded him with disinfo his entire life and guide into believing that certain ideas and people are good or bad. TPTB like to place predictable people in positions of power, control their access to information, feed them disinfo, and the people will follow their plan without any direct contact. You can't prosecute for bribery because there isn't any.
So as regards Iran, Obama stupidly thinks that we're the bad guys, they're only angry about our oppressions, they really want peace, conflicts are caused by relative imbalance of power (the pomo Marxist view), and giving them money and power will pacify them by bringing them closer to America's power level.

I would like to know this too. Practice for Chinese developers, perhaps? It's one of those things that makes little sense. The don't have the money to pay for the construction. They probably don't have the talent in country.
