I'm with you on this one though I don't think they pocketed any money directly. As he was a minority member of the House Select Committee on Benghazi I think Schiff may have had a hand in sabotaging the investigation. Prolonging it and intentionally wasting taxpayer money in order to paint the committee as politically motivated and illegally using funds for political purposes– in turn pushing the committee to rush to a conclusion or get defunded. Originally funded at $3.3 million it ended at $7.8 million with less accomplished than the Iran-Contra investigation
>The panel has been assigned a budget of $3.3 million for this investigation and related hearings,[33] which were expected to begin in September 2014, "after members return from the August recess."
>As of June 20, 2015, the Committee had conducted three hearings and interviewed 29 witnesses, substantially fewer than previous investigations such as that of the Iran-Contra scandal, which held 40 days of public hearings with 500 witness interviews over 10 1/2 months

Schiff's comments regarding the investigation:
>Schiff also said that Democratic leaders should not appoint anyone to the committee. "I don't think it makes sense, really, for Democrats to participate," he said. "I think it's just a tremendous red herring and a waste of taxpayer resources.

>"After 17 months and $4.5 million, if we can't say anything new, if we can't shed any new light, or be able to tell the families anything of particular significance that we didn't know already, it's very difficult to justify continuation ever this investigation," Rep. Adam Schiff, D-California, said to host John Dickerson.

The end result:
>The panel, which spent more than $7.8 million over two and a half years, disbanded at the end of the 114th Congress, before a new Congress begins in January.
>Democrats contended all along that the committee was a political effort to taint Clinton, an allegation that got some traction when House Majority Leader Kevin McCarthy, R-Calif., told Fox News that because of the committee, "her numbers are dropping."
>The panel’s top Democrat, Rep. Elijah Cummings of Maryland, said Monday that the final report was a “desperate rehash.”
