I came across this info just now. The military, Specifically the Dept of the Army, has sat on this info - contained in the pdf, for decades. So they need cleaning out too. It only takes a very small group of evil people (think Donald Rumsfeld) to pervert noble institutions. Here is an excerpt from an article where I got the info about the pdf:
