It is possible that the whole op may have required the signing of some spooky EOs to enable snaring GS in something like this. Also, this looks pretty egregious.

It doesn't seem like a very difficult op for NSA to capture the traffic between all of the machines involved in the voting system and reconstruct exactly what was sent from where to where. If there's a tally adjustment anywhere, they'd find it very quickly. Analyzing that kind of traffic isn't rocket science and they're very, very good at that kind of thing.
