Educated guess is that they are attacking NGA West (National Geospatial-Intelligence Agency) - Think Govts Google Earth…all sattelite imagery analyzed by that agency as well as geospatial products (think pictures that paint the picture - example: the election graphics by county). They also have a building in DC that if you look at on Google Earth looks like an eye.
