They are the people that control the communication systems, and have since inception. The telephone put a microphone in your home, then the television put a camera. While over the actual airwaves it was a bit spotty, but with cable and digital technology perfected one can be observed everywhere. Your smartphone is your location beacon. Otherwise you must be physically tracked to your location in order to be observed.
