you would have to DDoS every single anon that is participating
if one single "seeder" anon is online, the "website" (content server) will still be alive
no site owner to serve with a DCMA notice
the advantes are numerous
but its one hell of a nut to crack
0Net (zeronet) works EXACTLY like this already
and it actually works pretty well
its relatively highly used (compared to other darknets)
and there is already a /qresearch/ bunker active on ZeroNet
it was created during the 8chan deplatforming and actually got significant use in the first week after deplatforming
before prominent Q twitter accounts claimed it was a honeypot with no sauce at all
0Net bunker usage went way down after that
many migrated to EndChan's bunker
and many more hung out in the various chans /pol/ boards, and twitter, etc
all that is to say
there already are options
and its would not take any resource investment for anons to create a new "zite" on 0Net
getting anyone to go there is another thing

you have to buy like 15 of them to be able to be associated as a "host" node
