Could simply be same VPN service is being used

Or just a small server/proxy + vpn

Cookies store website text information which is why you still see the 'yous' after vpn IP change

separate functions

If you clear browser cache IP is still same but 'yous' go away.

Guessing it is some sort of encryption to mask the IP

Not sure exact details without looking under the hood

Similar to a file hash (based of file name/attributes)
