Leaders of U.S., Mexico and Canada to hold first summit in five years

MEXICO CITY, Nov 10 (Reuters) - U.S. President Joe Biden, Mexican President Andres Manuel Lopez ObradoThe meeting, which will be the first summit held by the three countries in five years, will address issues including the COVID-19 pandemic and boosting the competitiveness of supply chains in North America, foreign minister Marcelo Ebrard said.

Mexico will also be focusing on economic development in southern Mexico and Central America, Ebrard told a regular government news conference alongside Lopez Obrador.

Mexico's announcement confirmed a report by Reuters on Tuesday that the meeting was planned for Nov. 18.

It also came a day after the U.S. ambassador to Mexico, Ken Salazar, said that he hoped concerns could be resolved which the United States and private companies have expressed over a Mexican legislative initiative to reform the electricity market.

The bill still in Congress championed by Lopez Obrador seeks to give precedence to Mexico's state-owned energy companies over private firms, and the leftist president was asked at the news conference if he would address the matter in Washington.

Lopez Obrador said it was not on the agenda, but that if it did come up, he would explain to Biden that Mexico was taking steps to ensure consumers were not subjected to price hikes.

The president argues that past Mexican governments rigged the electricity market in favor of private capital at the expense of consumers and the Mexican state.

Aside from taking part in the leaders' three-way meeting, Lopez Obrador would also hold bilateral talks with Biden and Trudeau in Washington, Ebrard said.

Mexico was scheduled to host the following summit of the North American leaders in 2023, he added.

The leaders started holding what is informally known as the Three Amigos summit in 2005 and met most years until 2016. The practice ended when U.S. President Donald Trump took office in January 2017.

The countries are bound together by the United States-Mexico-Canada (USMCA) free trade agreement that governs some $1.5 trillion in North American trade annually.r and Canadian Prime Minister Justin Trudeau will hold their first in-person meeting in Washington on Nov. 18, Mexico's foreign minister said on Wednesday.

Senate President Stephen Sweeney, the second-most powerful official in New Jersey, conceded his loss on Wednesday to a Republican challenger who was unknown until he appeared last week to pull off one of the country's biggest upsets.

Sweeney, D-Gloucester, had been holding off admitting his loss to Edward Durr until all the votes in his legislative district encompassing Cumberland, Gloucester and Salem counties were counted.

On Tuesday, one week after the election, Sweeney publicly accepted that his record-long reign as New Jersey's Senate president ended at the hands of a truck driver who ran on a shoestring budget and admittedly did not expect to win.

"The results of the election are in; all votes have been fairly counted; and I, of course, accept the results," he said at a press conference in Trenton.

China’s climate envoy Xie Zhenhua and the US’ John Kerry announced the deal separately, in consecutive press conferences.

Xie told media: “In the area of climate change there is more agreement between China and the US than divergence, making it an area with huge potential for our cooperation.

“We are two days away from the end of the Glasgow Cop so we hope that this declaration can make a China-US contribution to the success of Cop26.”

Kerry said: “This declaration is a step that we can build on in order to close the [ambition] gap. Every step matters right now. We have a long journey ahead of us. We have to mitigate faster, have to cut methane emissions faster, continue to raise ambition and most of all we have to take action in order to keep 1.5C alive.”

The two sides have been discussing the deal “for months,” said Kerry. They held more than 30 virtual meetings and met in Shanghai, London and Glasgow before the agreement was reached on Wednesday afternoon.

Data Disproves Left’s Fear Of Adhering To The Constitution On Guns

This year has seen the largest increase ever in the number of concealed handgun permit holders—more than two million, for a total of 21.52 million. That is a 48 percent increase since 2016. On Wednesday, the U.S. Supreme Court heard the case of NYSRPA v. Bruen, which has a chance to further increase this total and make permitting rules more similar across states.

Six states now have more than 1 million permit holders: Alabama, Florida, Georgia, Indiana, Pennsylvania, and Texas. Florida is the first state to have more than 2.5 million permits. Alabama has the highest rate of adults with permits, at 32.1 percent. Indiana is second, with 21.6 percent. By contrast, New Jersey and Hawaii both have rates of less than 0.1 percent.

The statistics don’t even account for the vast numbers of Americans who carry without permits. Twenty-one “constitutional carry” states no longer require people to have a permit to carry. Those who want to carry out of state may still get a permit, but many don’t bother.

Women and minorities (blacks and Asians) are driving the increase in permits. The growth in permits for women was 109 percent faster than for men, and 136 percent faster for blacks than for whites. As a result, women now make up 28.3 percent of permit holders, and black Americans make up 11 percent, close to their share of the population.

The lockdowns and related social unrest have something to do with this increase. As prisoners were released and police faced new restrictions and budgets cut, many people took responsibility for their own safety. But, last year, 20 states either stopped or virtually stopped issuing permits. After the process opened this year, applications were made in record numbers.

Pennsylvania court throws out governor’s school mask mandate

HARRISBURG, Pa. (AP) — An order by Pennsylvania’s acting health secretary that requires masks inside K-12 schools and child care facilities was thrown out Wednesday by a state court that said she lacked the authority. The Wolf administration said lawyers were directed to file an immediate appeal.

Commonwealth Court sided 4-1 with the ranking Republican in the state Senate and others who sued to challenge the masking order that took effect in early September as a result of the coronavirus pandemic.

Democratic Gov. Tom Wolf’s spokesperson said Health Department lawyers were directed to file an appeal to the state Supreme Court on Wednesday, a move his administration said would effectively put the new decision on hold.

The judges said Acting Health Secretary Alison Beam’s mandate did not comply with the state’s laws about reviewing and approving regulations and was adopted without an existing disaster emergency declared by the governor.

The state’s disease control law does not give health secretaries “the blanket authority to create new rules and regulations out of whole cloth, provided they are related in some way to the control of disease or can otherwise be characterized as disease control measures,” wrote Judge Christine Fizzano Cannon, a Republican, for the majority.

Soros-funded radical San Francisco DA Chesa Boudin will face a recall election as crime spikes in the Bay Area.

Cop-hating socialist Chesa Boudin won his District Attorney race in San Francisco in 2019.

Chesa Boudin was brought up by terrorists Bill Ayers and Bernadine Dohrn after his parents were sent to prison for terrorism.

Chesa was the communist Working Families Party choice for DA.

Boudin ran on a platform of closing jails, but apparently he’s too far left even for San Franciscans because they want him OUT.

“Today the Department of Elections certified that the petition to recall District Attorney Chesa Boudin contains a sufficient number of valid signatures and that the petition is successful,” said Director of Elections John Arntz, who sent a letter to petition organizers announcing the conclusion of the certification.

The California Department of Elections on Tuesday certified a petition seeking to recall San Francisco District Attorney Chesa Boudin, forcing the progressive prosecutor to defend his post in a recall election next summer.

As the first petition to recall Boudin failed to garner enough signatures to trigger a special election, news of a second recall effort against Boudin came in August. Last month, prior to the certification of the petition, NBC Bay Area Investigative Unit reported “more than 83,000 signatures” had already been submitted to force Boudin into a special election during the statewide primary election on June 7, 2022.

“As prescribed under California Elections Code 11225, the Department reviewed 4,174 signatures (5% of the total submitted) that were randomly selected from the 83,484 signatures submitted with the petition,” Arntz wrote. “Based on this review, the Department determined the petition contained a number of valid signatures greater than the minimum of 51,325 signatures required for the petition to be deemed successful.”

Boudin’s spox blasted recall efforts in a statement to Fox News.

“We saw the exact same thing happen with Governor Newsom’s recall,” spokesperson Julie Edwards told Fox News. “We are confident San Francisco voters will reject this Republican-funded and endorsed effort as well. The recall is an attempt to reverse the reforms DA Boudin has enacted to keep us safe and make the criminal justice system fairer. But this will not stop him from continuing to work for all San Franciscans.”

Boudin refuses to prosecute crimes and has freed violent offenders and killers who have gone on to kill again.

Earlier this year, a seven-month-old baby boy was murdered after Boudin let his killer go free twice after domestic abuse allegations.

Macron Announces New Booster Jab Mandate as France Experiencing Start of Fifth Covid Wave

France is entering a fifth Covid wave despite strict vaccine mandates.

“Several neighboring countries are already in a fifth wave of the COVID epidemic, what we are experiencing in France clearly looks like the beginning of a fifth wave,” Veran said on TF1 television, adding the circulation of the virus was accelerating, Reuters reported.

French President Emmanuel Macron on Tuesday said he will be tying the vaccine passports to Covid booster shots for people over 65 as cases rise across France.

“If you have been vaccinated more than six months ago, I encourage you to book an appointment now,” Macron said.

Emmanuel Macron announced new vaccination requirements Tuesday as coronavirus cases start to rise across France again, including tying so-called vaccine passports for entering certain spaces to booster shots for those aged 65 and older.

Warning that a fifth wave of COVID-19 has already begun, the French president said in a televised address that starting December 15, the vaccine passports of those aged 65 and older will no longer be valid if they have not had a booster shot: Currently this is the only age group able to get an additional jab, but Macron also announced that those aged between 50 to 64 years old should be able to get one “at the start of December.”
