House Transportation Committee Chairman Peter DeFazio on Wednesday became the 19th Democrat to announce his retirement from Congress.

 

Mr. DeFazio, who has represented Oregonโ€™s 4th congressional district since 1987, announced he would not be seeking reelection next year.

 

โ€œIt is time to pass the baton to the best generation so I can focus on my health and well being,โ€ said Mr. DeFazio. โ€œThis was a tough decision at a challenging time for our republic with the very pillars of our democracy under threat, but I am bolstered by the passion and principles of my colleagues in Congress and the ingenuity and determination of young Americans who are civically engaged and working for change.โ€

 

The exodus of Democratic incumbents is significantly larger than that faced by Democrats ahead of the 2010 elections, when the party lost 63 House seats.

 

Republicans were quick to point to Mr. DeFazioโ€™s retirement as proof the political environment is souring for Democrats.

 

โ€œCommittee Chairs donโ€™t retire unless they know their majority is gone,โ€ said Courtney Parella, a spokeswoman for the National Republican Congressional Committee. โ€œNancy Pelosiโ€™s days as speaker are numbered.โ€

 

The House transportation committee chairman has been a steadfast ally of Speaker Nancy Pelosi, California Democrat. Earlier this year, that relationship was put to the test when the House took up President Bidenโ€™s $1.2 trillion infrastructure package.

i was leaving twtr after the election, i even announced it; i thought Trump would win easily based on crowd sizes and momentum

then Trump loses to shady elections so i stay on twtr (until they kicked me off kek)

BAMFORD: It's an interesting question. I don't know. He'd have to see who else is out there. The real odd situation is the fact that Admiral Rogers has come out recently and said that he was convinced that it was Russia that launched the DNC attack. So that goes completely opposite to what the Trump people have been saying.

 

GREENE: Downplaying Russia's involvement, yeah.

 

BAMFORD: Right. He's been saying that there isn't that much evidence and so forth. So that would make for an interesting conversation during that time in New York.

 

GREENE: This could be passed off as sort of an internal Washington power struggle, but it sounds like there's a lot at stake here.

 

BAMFORD: Well, there's a tremendous amount at stake because I think this is where things are going to happen. It's going to happen with cyber, I think, under a Trump administration. I mean, he's come out and said he doesn't want to put boots on the ground in the Middle East. But what he did was he put General Flynn in as his national security adviser, and one of theโ€ฆ

 

GREENE: General Mike Flynn, yeah, the former head of the Defense Intelligence Agency.

 

BAMFORD: Exactly. And General Flynn, when he was head of the Defense Intelligence Agency, he was very adamant on increasing enormously the manpower of intelligence. It would be double what they had. And it would have been basically a competition with the CIA, and that's one of the reasons he was fired.

 

GREENE: Well, that points to a real question then of what we expect from Donald Trump. I mean, we learned so much from the Edward Snowden situation about the NSA and its power to collect information about people around the world and also within the United States. I mean, what will a President Donald Trump mean for those kinds of programs?

 

BAMFORD: Well, a lot of the restrictions that have been placed on the U.S. use of NSA were executive orders, and they could be just overturned with the use of a pen.

 

GREENE: So this could be Mike Rogers perhaps going and saying, hey, President-elect Trump, I'm in that group. I'm on board with you.

 

BAMFORD: Oh, exactly, yeah. So that's why NSA and cyber-command both under the same person are going to be enormously important players in the Trump administration.

WASHINGTON โ€“ Former National Security Agency Director and commander of U.S. Cyber Command Admiral Mike Rogers said in rare public remarks on Tuesday that, contrary to media reports, he "never had a discussion" about collusion with President Trump or other White House officials.

 

"I've never had a discussion with collusion with the president of the United States," Rogers said. "I've never been directed to do anything, coerced โ€“ any time I had a discussion I felt I was able to say, 'Hey, here's my view on that,'" Rogers said, "I'm very comfortable."

 

Asked specifically about reports in May 2017 that Mr. Trump had asked Rogers and Director of National Intelligence Dan Coats to publicly deny evidence of collusion between Russia and the Trump campaign, Rogers said, "I was never asked that."

 

He added with characteristic acerbity that if he spent his time correcting media reports, "I'd never get anything done."

 

Rogers declined to comment when moderator Nicolle Wallace pressed him on further details from the Washington Post's original story on the conversations between Mr. Trump and his intelligence chiefs, including whether an NSA official took contemporaneous notes about Rogers' conversation with Mr. Trump.

 

"No comment," he said on stage with three other former intelligence officials at an event called "Secrets, Presidents and Dissent," held at George Mason University's Schar School of Policy and Government.

 

Rogers, who retired from his dual-hatted role and the Navy on June 1 after serving during both the Obama and Trump administrations, also said he wished Mr. Trump had pushed back more firmly on Russian president Vladimir Putin during the Helsinki summit held in July.

 

"I thought there was an opportunity there that I wish we had taken advantage of," Rogers said. "I thought that could have sent a very powerful message."

 

Rogers also indicated that the Trump administration had granted Cyber Command additional authorities to combat Russian attacks, meaningfully updating his testimony before the Senate Armed Service Committee in February.

 

"You can tell over time we were moving in what I thought was a very positive direction, definitely," he said. "The leadership clearly was part of thatโ€ฆ in the sense of formally directing change."

 

"I was glad to see the broad direction that we were moving in, I'm not going to pretend for a minute it's perfect by any stretch of the imagination," he added.

 

Rogers was an outlier among the event's other panelists, who included former NSA and CIA director Michael Hayden, former Director of National Intelligence James Clapper, and former career CIA analyst Phil Mudd. Apart from Rogers, all of the panelists signed letters, circulated among former senior intelligence officials, protesting Mr. Trump's decision last month to revoke former CIA director John Brennan's security clearance.

 

Brennan calls Trump's denial of Russia collusion "hogwash"

 

Hayden called the president's move "punitive action for political dissent," adding that it was "pretty easy" to get signatures. (Nearly 200 intelligence and national security officials signed two separate letters protesting the president's move.)

 

"I felt it was my duty, my obligation, to speak up," Clapper said, though he acknowledged receiving "blowback" from both intelligence and military officials.

 

For his part, Rogers said he "chose not to" sign a letter โ€“ despite agreeing with the fundamental premise that citizens are entitled to express their views โ€“ out of concerns about the effectiveness of the measure and whether it had the potential to complicate the work of currently-serving intelligence officials.

 

"Pouring gasoline on a fire now is not going to reduce the flame," he said. "And we've got enough fires burning right now, guys; we've got to focus on what are the outcomes we've got to achieve as a nation."
