They basically doing an illegal sabotage operation. They came for the fuel, but anything someone does could give them rope to do more so everyone is remaining calm.

The guy brought us to the food tent which is amazingly filled with food from the residents donations.. again proving they had no reason to steal any and how they were sharing with veterans and homeless..
He also showed the famous sauna which the Ottawa police chef was so upset about that he declared a state emergency claiming terrorism hoping to no longer see them.
