Often a cone next to the back door or the double 11.4 cones mark the entrance of places where it happens. You will see it repeating at the same type of places. Churches ,mattress dealers bars restaurants, funeral homes!. From what I understand the road crews are on the surface and mark the tunnels with cones while the national guard is down below the streets. I was at a stop sign at the hospital there was a work crew there for sure working on underground stuff I asked a construction guy I think the supervisor what they are doing down in the tunnels? He said "I cant tell you that!" with a big smile. I smiled back and said" Is the national guard down in the tunnels. He said " I cant tell you that" and again smiled. There is something going on with the road crews check it out even if you don't like JFK JR stuff still interesting info.
