The inventors of many things that turned out to be heinous had the best intentions - the dude who created the atom bomb, for example. Hiroshima and Nagasaki destroyed him.

Not sure about that - very close to some folks who until recently worked with communication satellites for DoD; part of their job was to work with SpaceX to assist launches. They have never said anything about work going to NK but not sure they could due to clearances.
So could BORE outbid other companies and take over next phases of big boring jobs? Would that entail inspection of work already done? What might one find?
