Almost four years after a Horizon Air baggage handler managed to steal a company Q400 and ultimately kill himself in a controlled crash, a Washington television station has filled in some missing pieces to the narrative on the bizarre incident. KOIN 6 obtained surveillance video of the actual theft of the aircraft. It took some planning and determination for Richard Russell, who’d observed hundreds of departures in his four years with the airline at SeaTac, to nab the $40 million airplane. He put that accumulated experience and knowledge into action on Aug. 10, 2018.
The surveillance video shows Russell repeatedly approaching the Q400 with a tug, but on the last trip to the airplane he gets on the flight deck and starts the engines. With the engines at idle, and other workers going about their business near the plane, Russell uses the tug to turn the plane about 180 degrees. A misstep almost ended the incident on the ground. After disconnecting the tug, the plane started creeping forward but Russell managed to get into the flight deck to stop it before it hit anything.
Russell then barged through the procession of aircraft heading for their assigned runways and lined up on Runway 16C. Before taking off, Russell contacted the tower. “Horizon Guy, about to take off. It’s gonna be crazy.” For more than an hour, Russell did aerobatics and low passes in the commuter plane just south of the airport while being followed by a pair of Oregon National Guard F-15s. He remained in contact with ATC but ignored pleas to attempt landing the plane. He instead flew it into an isolated area of a nearby island, killing himself but causing no other property damage or casualties.

Seattle officials are revealing how a baggage handler was able to steal an Alaska Airlines plane off the tarmac and takeoff … before dying in a fiery crash.
The Port of Seattle just released the CCTV footage of 29-year-old Richard Russell towing the Alaska Airlines' Q400 Turboprop into position back in 2018 at the Seattle-Tacoma International Airport – oddly no one on the tarmac took notice.
Russell worked at the airport, and other footage shows him calmly walking through security a few hours before he gained access to the plane. He didn't raise any red flags, most likely because he was an employee. Eerily, though, he was wearing a t-shirt that read "The Sky's No Limit."
Shortly after taxiing the plane and taking off, Russell crashed into a remote island in Puget Sound not far from the airport and a bystander recorded the aftermath, showing billows of smoke after his crash. The FBI eventually ruled the incident a suicide.
A conversation between Russell and air traffic control, first released by The Seattle Times, reveals he wasn't well-versed in the specifics of flying – they ask him about his altitude and position, which he calls "mumbo jumbo."
Russell and air traffic control both seemed to remain calm during their interaction moments before his death – he said he wasn't ready to bring the plane down just yet, but said the fuel level was dropping faster than expected.

LONDON, July 14 (Reuters) - Britain's biggest domestic lender Lloyds Banking Group contacted 2 million of its 26 million customers in May after identifying they could need extra support to cope with soaring food and energy prices and rising debt costs.
The UK's largest mortgage provider outlined options including debt consolidation, household budget reviews and spending control tools to customers it felt could be caught in the crosshairs of an escalating cost of living crisis, a spokesperson told Reuters.

The outreach to 1 in 13 of Lloyds' borrowers and account-holders by phone, email and text messages coincided with UK inflation hitting a 40-year high and offers insight into how banks are seeking to tackle financial woes before they spiral. read more
Lloyds said it was unable to provide a figure for June, adding it regularly contacted potentially vulnerable customers on a large scale.
During the COVID-19 pandemic, Lloyds arranged debt repayment holidays for 1.3 million borrowers as part of a coordinated forbearance drive by lenders, regulators and the government.

Lloyds' move to get ahead of an economic slowdown may spark alarm among policymakers, given the bank's standing as a bellwether for the UK economy.
"All banks must be worried about when and how this crisis will impact asset quality. Why would you contact 2 million customers in this way if you had no such concerns?," said Roger Gewolb, founder of lobby group the Campaign for Fair Finance, who also called on banks to step up affordability checks on new borrowing.

The Bank of England warned last week the economic outlook for Britain and the world had darkened and lenders needed to bolster capital buffers to better weather the storm. read more
So far, banks have insisted that loan books are showing few signs of stress. Analysts at Credit Suisse said they expected Lloyds to report second quarter loan loss provisions of 170 million pounds, broadly flat on the previous quarter.
Lloyds CEO Charlie Nunn told the BBC last week that most of its customers had less than 500 pounds in savings - potentially exposing them to financial shocks - even though half of its customers had increased their balances through the pandemic.
Concern about the rising cost of living was reflected in the bank's decision to hand a 1,000 pound one-off payment to the majority of its staff last month. read more
Charity StepChange reported a 12% month-on-month increase in new clients seeking debt advice to 14,000 in May and said the cost of living was now the second most commonly cited reason.
One-in-six households in Britain are in "serious financial difficulties", research published this week by abrdn Financial Fairness Trust and the University of Bristol showed, from 1-in-10 in October.
Lukasz Krebel, economist at the New Economics Foundation, said he welcomed moves by lenders to advise customers on how to restructure debts or avoid unexpected charges but such support would only help "at the margin".
"Better budgeting offers only an illusory solution for individuals and families whose real incomes have fallen below what they need for basic necessities," he said.

Mark Fleischman, the owner of legendary Midtown nightclub Studio 54, died by assisted suicide in Switzerland, a report said. He was 82.
Fleischman was unable to walk and his speech was impaired after getting sick in 2016. Doctors couldn’t diagnose his condition.
“I can’t walk, my speech is f–ked up, and I can’t do anything for myself,” he told The Post last month.
“My wife helps me get into bed and I can’t dress or put on my shoes. I am taking a gentle way out. It is the easiest way out for me.”

The Rhode Island state senator who went viral for posting a video of herself twerking in a bikini on the Fourth of July has no regrets over the performance and would do it all over again.
Sen. Tiara Mack, a first-term Democrat, faced a wave of criticism after posting the 8-second clip of herself twerking upside down in a hand-stand on the beach to her official TikTok page.
Her TikTok account was also temporarily suspended and she even received death threats after making the post.
But the fallout from the video hasn’t deterred Mack, who told local news station WPRI that she’s used the reactions to foster meaningful dialogue.
“It’s been so exciting and fascinating to dive into these conversations with people and to really challenge their thinking,” the 28-year-old lawmaker said in an interview with WPRI politics editor Ted Nesi.

California Governor Gavin Newsom announced late Sunday night that he had reached an agreement with state legislators on a $17 billion “inflation relief package.”
“Millions of Californians will be receiving up to $1,050 as part of a NEW middle class tax rebate. That’s more money in your pocket to help you fill your gas tank and put food on the table,” he tweeted.
Here's how it breaks down, according to Bloomberg Law. Individuals making as much as $75,000 a year, or joint filers making up to $150,000, would get $350 each plus $350 for one dependent for a maximum of $1,050. Those with income up to $125,000, or $250,000 filing jointly, would get $250 each plus another $250 for one dependent for a maximum of $750. Those earning more than $250,000, or $500,000 filing jointly, would get $200 each plus $200 for one dependent for maximum of $600.
The budget agreement also includes a $47 billion multi-year infrastructure and transportation package, and a pause in state diesel sales tax for a year starting Oct. 1. It does not include halting the gasoline tax most pay at the pump, which is expected to increase July 1.
In the wake of the Supreme Court overturning Roe v. Wade, $200 million has been earmarked for reproductive health care for those seeking sanctuary in California where abortion is legal. Newsom has also signed into law a bill protecting patients and providers in California against attempts by other states to extend their anti-abortion laws into the Golden State.
State Senate President Pro Tempore Toni Atkins tweeted her support for the package: “This budget agreement will bring relief to taxpayers in a significant and equitable way, putting our state’s wealth to work for Californians.”

An artists' collective in Brooklyn is selling popsicles shaped like billionaires including Elon Musk and Jeff Bezos with the tagline "Eat the Rich." But the $10 price tag on the frozen treats has some people pointing out the irony of criticizing the world's wealthiest while engaging in "peak capitalism."
The ice cream pops are offered by the artist collective MSCHF and sold via food trucks in New York City and Santa Monica, California. The popsicles are proving popular: they sold out Tuesday in New York, Bloomberg reported.
The treats were designed to start a conversation, MSCHF's chief revenue officer Daniel Greenberg told CBS MoneyWatch via email. Even though the items are selling well, MSCHF will stop its project Wednesday and "there are no plans to expand this," he said.
Billionaire wealth soared during the pandemic, boosting the fortunes of Musk, Bezos and others — and sparking calls from some lawmakers for a "wealth tax" amid widening inequalities. While the popsicles are poking fun at the world's richest, some individuals on social media say the jokes on those paying $10 a pop.
"I'm going to go out on a limb here and say selling overpriced popsicles to end capitalism is peak champagne socialism larp," noted one Twitter user, referring to live-action role playing.

Victims of gun violence in California will soon have the right to sue firearm manufacturers for harm caused by their products with a new law signed on Tuesday.
The law in California — a state with arguably the strictest gun laws— is designed to force gun companies to answer for incidents of gun violence.
"Our kids, families and communities deserve streets free of gun violence and gun makers must be held accountable for their role in this crisis," Gov. Gavin Newsom said in a news release. "Nearly every industry is held liable when people are hurt or killed by their products – guns should be no different."

Newsom signed Assembly Bill 1594, co-authored by state assembly members Phil Ting of San Francisco, Mike A. Gipson of Carson, and Chris Ward of San Diego, NBC Los Angeles reported.
"The firearms industry has enjoyed federal immunity from civil lawsuits, providing them no incentive for them to follow our laws," Ting said in the release. "Hitting their bottom line may finally compel them to step up to reduce gun violence by preventing illegal sales and theft."
