Winter Storm Piper will cause big problems for California into the weekend. The state will see heavy rain, and snow will fall in areas of Southern California.

Powerful Winter Storm Piper has prompted rare blizzard warnings in the Southern California mountains and could also bring flooding rain, low-elevation snow and record late February cold into the weekend.

 

T​his storm has been named Winter Storm Piper by The Weather Channel.

 

California was battered by high winds Tuesday, which knocked down trees and left over 100,000 without power, as a cold front ushered colder air into the state.

 

B​ut another storm has captured our attention that will have major impacts in the state. Here's what you need to know.

 

T​his storm has already become historic in Oregon: Before it arrived in California, the storm unleashed heavy snow in the Portland, Oregon, metro area Wednesday into early Thursday. Just under 11 inches of snow was recorded by the National Weather Service office near Portland International Airport. That's the second highest snowfall for any single day in the city in records dating to the 1940s, topped only by a 14.4-inch snowfall on Jan. 21, 1943. Motorists have been stranded around the metro area on snow-choked roads due to the surprisingly heavy snowfall.

 

Here are the alerts in effect: A number of winter storm warnings, watches and winter weather advisories have been issued by the National Weather Service, including in the Sierra, as you can see in the map below. What's unusual is the blizzard warning in the mountains of L.A., Ventura and San Bernardino counties and other winter weather alerts extending into the coastal ranges near the California coast. What's also unusual are the winter storm warnings for the hills and mountains around the Bay Area, the first winter storm warning issued for those locations since 2011.

W​here Piper is Now:

 

W​idespread flurries and rain showers continue to swirl ashore in Oregon, California, Arizona and Nevada as the winter storm slides southward down the West Coast. Some hail was reported near Hollywood, California midday Thursday.

Here's the timing of the storm: By Friday, heavier rain and mountain snow will spread from central California and the Sierra into Southern California. The heaviest rain and mountain snow in Southern California and the southern Sierra is expected from Friday afternoon through Saturday morning.

 

Precipitation will gradually taper off later Satuday and Saturday night in Southern California.

This is a dangerous storm for the high country: A blizzard warning was issued for the mountains of L.A., Ventura and San Bernardino counties for this storm. This was the first blizzard warning issued by the NWS-Oxnard office this century, possibly in at least 34 years, according to Iowa State meteorologist Daryl Herzmann, and the first such warning ever issued by the NWS in San Diego.

 

Multiple feet of snow and high winds are expected to produce whiteout conditions in the high country of Southern California Friday into Saturday, especially above 3,500 feet elevation.

 

According to NWS-Oxnard's Wednesday morning forecast discussion, these mountain snow totals could rival those from the Feb. 1989 snowstorm. Damage to structures from the weight of snow, downed trees, and an "immense threat of avalanches" are also dangers in the Southern California mountains, according to NWS-Oxnard. Put simply, do not travel in the high country around the L.A. Basin from Friday into the weekend. Roads, possibly major freeways, may become impassable. You may become stuck and it may be impossible for rescue crews to reach you.

 

Snow will also fall in some low elevations: Given the deep, cold air, snow will fall at elevations much lower than a typical California storm. Wet snow fell Wednesday and early Thursday in Arcata and Eureka, along the coast in far northwest California.

 

At least an inch or so of snow could blanket the northern Sacramento Valley down to 500 feet elevation, including Red Bluff and Redding, through Friday. The last time an inch of snow fell in Red Bluff, California, was in January 2002. Around the Bay Area, a dusting of snow could fall in elevations as low as 1,000 feet. And in Southern California, at least an inch of snow could blanket elevations as low as 1,000 feet, according to NWS-Oxnard. Some of the highest elevations of the coastal ranges of northern and central California could pick up a foot or more of snow.

 

There's a flood threat, too: While some showers may wring out locally heavy rain in elevations below snow level in Northern California, the bigger threat of heavy rain is in Southern California Friday into early Saturday.

 

Widespread 3-inch-plus rainfall totals are expected in much of the L.A. Basin below snow level, as the map below shows, with locally higher amounts. That's likely to trigger flash flooding and also heighten the risk of debris flows, mud and rockslides, particularly in areas burned by wildfires in recent years. If you live near such a burn area or an area susceptible to flooding, be prepared to evacuate quickly if requested or ordered by local officials. Never attempt to drive through a flooded road.

Record cold for this time of year, too: If this all wasn't enough, given all the precipitation, clouds and cold air, some record cold highs and lows are possible into the weekend. Daytime highs in the Bay Area, L.A. and San Diego will struggle into the 50s, if that. Morning lows could threaten a few daily records in far Northern California, dropping near or below freezing. Record daily lows in the teens or 20s are likely in the Pacific Northwest, including Seattle, Portland and the Willamette Valley. Even where records aren't forecast, a frost or freeze is possible in parts of Northern and central California. And in parts of the high country, this cold combined with blizzard conditions will only increase the danger for those caught out in the open.

WHO to set up mRNA vaccine hub in Hyderabad as part of global plan: KT Rama Rao

HYDERABAD: In a major validation of Hyderabad's growing clout as a global vaccine hub, World Health Organisation (WHO) is setting up an mRNA vaccine hub in Hyderabad as part of its plans to set up such hubs in select locations globally, industries minister KT Rama Rao disclosed on Tuesday.

The mRNA vaccine hub is coming up at Biological E by way of a technology transfer by WHO to create capacities not just for global emergencies such as the Covid-19 pandemic but also to tackle future pandemics as well as develop capacities for ailments such as malaria, HIV, and cancer.

KTR said that as Hyderabad is also home to one of the largest number of US Food & Drug Administration (USFDA) approved manufacturing plants at 214, the state government was trying to get the US drug regulator to set up its offices in the city.

The city accounts for about 40% of India's pharma output, KTR said at an interaction in the run-up to the 20th edition of Asia's largest life sciences conclave - BioAsia 2023 -that kicks off on February 24.

On Telangana government's target to double the state's life sciences ecosystem from $50 billion in value (turnover of $13 billion) in 2021 to $100 billion by 2028, he said the plan is to also double the employment generated by the sector to 8 lakh over the next five years.

Elaborating on Hyderabad's life sciences ecosystem, KTR said it has grown from around 600 companies in 2014 to over 1,000 now and Genome Valley, India's largest life sciences cluster, has run out of space with 30 lakh sqft lab space already built and occupied and another 20 lakh sqft coming.

On the ambitious Pharma City project, for which the government has acquired 10,000 acres, he said some of the last court hearings were over and a judgement is expected to come soon.

Pointing out that in its 19 years of existence, BioAsia helped attract investments to the tune of $3 billion, KTR said this year's event - to be held on the theme 'Advancing for ONE-shaping the next generation of humanized healthcare' - expects to see participation from global tech giants like Apple for the first time. — – Google's "Project Loon" experiment, which uses balloons to bring high-speed Internet access to people, has taken flight this week in Sri Lanka.

 

The first balloons entered Sri Lankan air space on Monday, according to a tweet from Muhunthan Canagey, managing director of the government’s Information and Communication Technology Agency. The Sri Lankan government announced last summer it had signed a memorandum of understanding with Google, which is now under the parent company Alphabet.

 

An estimated 1 in 4 people are online in Sri Lanka. While the balloons will one day provide Internet coverage for the entire country, the universal Internet won't be a free-for-all. The start of testing this week is just the next step in eventually bringing an Internet infrastructure to cover the 25,000-square-mile island in the Indian Ocean.

Google's next step is to work in tandem with Internet service providers in Sri Lanka, allowing them to use the balloons as "floating cell towers," Harsha de Silva, a minister in Sri Lanka’s finance department, explained in a Facebook post last year.

 

He said the plan "will certainly provide a huge boost to our game plan to create a knowledge based highly competitive social market economy that will help every household achieve their own dreams."

 

The Project Loon balloons can float through the stratosphere, the region on the edge of the atmosphere, for more than one hundred days. While they'll solve the problem of access, the balloons will deliver Internet at 3G speeds, making it fine for getting online but difficult for high bandwidth activities.

 

A control center will help guide each balloon to an area to ensure Google's fleet is providing the best coverage where Internet is needed, while an operations team will be dispatched to collect the balloons when they land.

 

The project first began tests in New Zealand in 2013.
