2) Serendipity/coincidence that the 2020 SC20: International Conference for High Performance Computing, Networking, Storage and Analysis (SC) occurred in Atlanta November 9th - 19th and the Chinese presented a paper on Kraken?

Kraken is also the name given to the National Science Foundation's Teragrid project. While the cap related article points to Univ. of Tennessee, could only find a portion of that money actually allocated to Univ. of Tennessee. Much of awarded Teragrid monies from NSF seem to have gone to Univ. of Illinois and University of Chicago. Hmmmm. But wait…. >$39 Million went to MPC Corporation which is, according to their 2018 Form-990, a pass through organization responsible for administration of grants and awards for Pennsylvania schools - Carnegie Mellon University and U of Pittsburgh.
