BREAKING: Senator Chuck Grassley released the FD-1023 form, alleging that Mykola Zlochevsky, Burisma's founder, paid a $5,000,000 bribe each to Vice President Joe Biden and Hunter Biden to have Ukrainian prosecutor Viktor Shokin fired.

Hunter was reportedly hired by Zlochevsky to use his political influence to halt investigations into money laundering.

In 2018, Joe Biden admitted to pressuring Ukraine's President to fire Shokin, who was investigating his son's Ukrainian energy company, using the threat of withholding a $1 billion US loan guarantee.

In 2020, Ukrainian officials seized a $6 million cash bribe linked to Zlochevsky, aimed at stopping an investigation into Burisma's founder.

The bribe was found in the form of $100 bills wrapped in rubber bands and held in plastic bags.

Law enforcement officials in Illinois are braced for a spike in crime after the state eliminated cash bail, with a bill critics have dubbed 'America's most dangerous law'.

A ruling by the state's Supreme Court on Tuesday paved the way for the radical change to take effect from September 18, when Illinois will become the first state in the nation to eliminate cash bail as a condition of pretrial release.

Several sheriffs in the state have now voiced 'serious concerns' about the consequences. Lawmakers in the Prairie State also say it will 'significantly undermine public safety'.

Other states, including California and New York, have similar laws but judges can still set cash bail for the most serious offences.

In Illinois, the legislation ends the practice entirely and instead judges will decide on a case-by-case basis whether a defendant should be held in pre-trial custody based on factors like flight risk and public safety.

Critics fear the rule will allow criminals to reoffend if they are placed back on the streets while awaiting trial. Such concerns have repeatedly been highlighted in New York, where a man freed on no bail after beating his wife went on to murder her 24 hours after his release.

But supporters say the law - introduced through the state's controversial SAFE-T Act - makes the justice system more 'equitable' by ensuring someone's financial situation is not a barrier to securing bail.

Franklin County Sheriff Kyle Bacon said: 'Folks who live here are extremely concerned.

'It's an experiment on the backs of victims of crime. I have serious concerns and so do the people that live here,' he told Fox News.

The law will take effect after a 5-2 ruling overturned a Kankakee County judge's opinion in December that the law violated the state constitution's provision that 'all persons shall be bailable by sufficient sureties'.

Chief Justice Mary Jane Theis, writing for the majority, decreed that the law honors the constitution's balance between the rights of victims and defendants.

Gov. J.B. Pritzker hailed a 'transition to a more equitable and just Illinois'.

'We can now move forward with historic reform to ensure pre-trial detainment is determined by the danger an individual poses to the community instead of by their ability to pay their way out of jail,' the Democrat said in a statement.

The law was initially slated to take effect on January 1 but the court dispute delayed the move. Sheriffs are now scrambling to prepare for the overhaul in September.

Bacon added: 'We were preparing for this, but then we just kind of hit the pause button. And now the scramble is back on for law enforcement, prosecutors. It is discouraging.'

Orland Park Mayor Keith Pekau said it was 'the most dangerous law I've ever seen'.

Bacon added: 'The flaws of it are going to be revealed even more and trying to fix that issue is going to be a nonstop process.'

Sheriff Jeff Bullard of Jefferson County said: 'We did our job. We arrested them, incarcerated them and then the state's attorney makes the argument that they should be remanded for trial, and the judge, based on the SAFE-T Act guidelines, says, ‘Now I'm forced to let them go.’

'That's going to increase crime victim frustration … and we share that frustration with them.'

Judges will instead consider whether a defendant poses too much of a threat to the community to allow release, or if the defendant can be released with conditions such as avoiding contact with a particular person or not visiting a certain place, according to the Bail Project.

New York's law has faced particular criticism because it simply ends bail for many crimes but does not allow judges to take a decision on whether a defendant poses a risk to the public and should be held anyway.

Examples of criminals on pre-trial release going on to commit further offenses has made the state a case in point for critics of the law.

A New York mother was murdered by her husband less than 24 hours after he had been set free from prison on no bail for beating her in a video she posted to Facebook.

Keaira Bennefield, 40, was shot and killed by her estranged husband, Adam Bennefield, 45, on a Buffalo, New York, street on October 5.

The mom was driving her three children, ages five, nine, and six months, to school when she was attacked by Adam, police said.

At the time of her death, the mother of three was was so scared of her estranged husband that she went out of the house the morning of her death wearing a bulletproof vest.

The New York law, passed in 2019, also is in place to 'reduce the unnecessary use of incarceration, which can have a profound disruptive effect on peoples' lives.'

Keaira's murder happened in New York Gov. Kathy Hochul's hometown.

Other shocking cases include Luis Gabriel Ramos allegedly murdering a mother and her daughter in New York less than a week after he was arrested for arson but released without bail.

In another case, Josue Viorato allegedly hit a police officer with a stolen car weeks after his release without bail following the theft of another vehicle.

On the flipside, bail reform campaigners point to cases like that of Kalief Browder, who was held for three years without trial at Rikers Island because he couldn't post bail.

The charges, which included robbery, grand larceny and assault, were dropped and Browder took his own life two years after his release, aged 22.

Illinois Republican Party Chair Don Tracy said the law in his state will 'significantly undermine public safety by releasing from custody dangerous, violent criminals at a time when police are under attack and Illinois families and crime victims already fear for their personal safety.'

Kankakee County State's Attorney Jim Rowe called the ruling 'terribly detrimental to public safety' but pledged to abide by it.

Kankakee County Sheriff Michael Downey said it will 'embolden criminals even more which is what our governor seems to want'.
