The Road Freight Association has raised concern about the movement of cargo through Durban Port and the country's image to the world.
The Road Freight Association (RFA) said it was “dismayed and gravely concerned” about the cyber-attack on Durban Port.
RFA CEO Gavin Kelly said in a statement on Friday that the attack had created “massive delays and unreliability of the movement of goods across all modes of transport” with road freight bearing the brunt of the impact.
Transnet advised its customers on 22 July that it was “currently experiencing a problem with some of its IT applications, and we have had to shut them down to identify the source of the problem”.
Kelly said the RFA had received confirmation from Transnet that it has “identified the source of disruption to its IT systems and that the technical teams continue to work around the clock to ensure that the impact remains minimal”.
“The gates to ports are closed which means no trucks are moving in either direction. This has immediate effect: the queues will get a lot longer, deliveries will be delayed and congestion will increase. The manual processes being used are also creating problems in terms of operations. Road freight operators already have a huge backlog resulting from last week’s civil unrest. The delays at the port will further exacerbate the problem. Deliveries will become unreliable and unpredictable – adding further inefficiencies into the supply chain,” Kelly said.
“The system needs to be adapted to ensure this sort of thing cannot happen in future. In the meantime, an alternative system, even if manual, needs to be put in place to ensure freight keeps moving into and out of the ports.”
“The implications for South Africa, both in the short- and long term, are serious. The past five years have seen our ports deteriorating further,” Kelly said.
In a World Bank report issued earlier this year, the Port of Durban was listed as one of the three worst ports in the world – out of 351 ports that were assessed.
“The effects of the cyber-attack are going to result in further reputational damage to South Africa. This further threatens our country’s status as the ‘Gateway to Africa’ for the import and export of goods. If this matter is not addressed urgently, the non-functioning of our ports will be yet another reason why international traders and shippers will choose other ports in Africa through which to move our goods,” Kelly said.

“Soldier [Captain] arrested for cash-in-transit heist”

The Hawks National Priority Violent Crimes team (NPVC), together with the Attaqua K9 Unit from Oudtshoorn, have arrested a South African National Defence Force (SANDF) member following a cash-in-transit heist at a petrol station in Oudtshoorn on Monday 19 July 2021.
The 36-year-old SANDF Captain, attached to the Infantry School in Oudtshoorn, was arrested on Friday 23 July 2021 and will be the fourth suspect to be charged after three suspects were arrested shortly after the incident.
This comes after security guards from Fidelity Cash Solutions were robbed while collecting cash from a petrol station. One of the security guards was accosted by two armed suspects while on his way back to his armoured vehicle. He was disarmed of his service pistol and robbed of a bag containing cash.
Minutes after the robbery, the Hawks’ team stopped a Nissan Sentra and arrested three occupants. A search of the vehicle resulted in the seizure of the stolen security guard firearm and sealed money bag containing the stolen cash, along with a second firearm which had its serial number filed off.
The Hawks team also found a full set of SANDF uniform in the Nissan Sentra. None of the three occupants were soldiers. A loyal service medal was pinned to the jacket with the name and rank of the SANDF member.
Further probing found that the vehicle that was used in the robbery, a white Toyota Tazz fitted with false number plates, had been driven by the SANDF member. The white Toyota Tazz drove away from the crime scene and stopped next to a silver/blue Nissan Sentra and the stolen goods were transferred from the Toyota Tazz to the Nissan Sentra.
On Wednesday 21 July 2021, the Hawks team followed up on information received from Oudtshoorn detectives on the whereabouts of the Toyota Tazz used in the robbery. The Tazz was found parked inside a garage of a residence in Oudtshoorn, not far from the Infantry School. The set of false number plates used in the robbery was found inside the vehicle.
Consequently, the SANDF member was arrested. The suspect is due to appear tomorrow, 26 July 2021, in the Oudtshoorn Magistrates Court on charges of robbery with aggravating circumstances.

“Phoenix violence: The real problem is not race, but the police’s incompetence”

Race is not to blame for the violence that ravaged Phoenix in KwaZulu-Natal where several people were killed, but the failure of the police force and some of the country’s other security structures to do their job properly.
This can be gleaned from President Cyril Ramaphosa’s weekly newsletter in which he asks South Africans to have “honest conversations” with each other about race, while making special reference to the violence that played out in the predominantly Indian residential area of Phoenix.
The FF Plus has requested to have such an open discussion on race numerous times in the past. The party also asked that Affirmative Action (AA) and Black Economic Empowerment (BEE) must come under discussion as well.
The President must not try and hold up and hide behind racism when it comes to the events that took place in Phoenix. The truth is that the Phoenix community had no other choice but to protect itself seeing as the police force was apparently unable to.
Nobody is justifying vigilantism, but the situation in Phoenix must be seen in context of the actual events that transpired there as well as the fact that a lack of police presence greatly contributed to the situation’s volatility.
If the police force had done its job, those events would never have occurred in Phoenix, KwaZulu-Natal. President Ramaphosa must accept full responsibility for what happened seeing as he allowed incompetence to paralyse the country’s security structures on his watch.
The President is also wrong in assuming that the events in Phoenix reflect the average South African’s racial disposition.
A good example and true reflection of racial relations was evident between the people in Pongola where the entire community – white, black, coloured and Indian – joined hands to protect their town against anarchy.
It is wrong to focus only on what went wrong in Phoenix and ignore the good racial relations elsewhere.
The FF Plus has said this before and will say it again: The party is in favour of having an honest conversation about race where everyone will have the opportunity to have their voices heard, not just the ANC government.

The Rwandan forces deployed in the Central African Republic (CAR) under a UN mandate and those under a bilateral arrangement with Bangui serve the same purpose, President Paul Kagame noted on Thursday, August 5.
President Kagame noted this in Kigali while addressing a news conference together with CAR President, Faustin-Archange Touadéra, who had just begun his four-day state visit to Rwanda.
His comments came a day after Rwanda started deploying an additional infantry battalion of 750 military personnel to the United Nations Multidimensional Integrated Stabilisation Mission in Central African Republic (MINUSCA). With the latest deployment, Rwanda now has three battalions and a Level 2 hospital deployed under MINUSCA.
Last December, Rwanda quickly deployed Special Forces under a bilateral arrangement on defence to bolster the Central African Republic’s armed forces.
“Both deployments serve the same purpose, differently,” Kagame said, explaining that the force protection troops deployed on December 20, 2020 came in as reinforcement of Rwanda’s UN deployments in the country.
Both Kagame and Touadéra agreed that given the situation in and around Bangui at the time, when the country was heading to a presidential election and a rebel coalition was advancing with speed intent on disrupting everything and causing mayhem, speed was of the essence.
The dimension of the bilateral arrangement, Kagame said, brought in more speed and action “than the other one.”
“There was a sense of urgency when we deployed under the bilateral arrangement. Everyone thought that if we had to wait for the other force (UN force), it might take longer to arrive than the actual need for action in terms of time,” Kagame said.
That’s why, he indicated, CAR which was under pressure of rebel groups operating and moving fast and trying to destabilise the country which was moving towards elections requested for, and was given quick support.
“They (rebels) were threatening the capital. MINUSCA was there. I am sure they didn’t want this to happen (and) that the rebels would overrun the city of Bangui and derail the elections but maybe they were still studying…”
“And we couldn’t give orders to our troops that were under the UN because they are under the command of the UN and have different rules of engagement. We were more comfortable having this arrangement and, by this, we were able to deploy forces faster and to serve the same purpose the UN was supposed to be serving.”
The UN mission’s rules of engagement were slow, the two leaders acknowledged, yet there was a problem on the ground that required immediate action.
Touadéra said: “In this urgency, you know, it’s true there are UN forces and these forces have their rules of engagement. It was urgent for us because the conflict there (in CAR) is not a conventional conflict.”
The rebels, he noted, are not like a regular army that is easily recognised and separated from the population.
“It was, therefore, necessary to reinforce our forces which were under reconstruction.”
This is why, Touadéra said, his government found it necessary to activate its means of bilateral cooperation and as such contacted the Rwandan government for support in quickly countering and repulsing the rebel advance.
The participation of Rwanda’s special forces, Touadéra noted, was critical in blocking the advance of the Coalition of Patriots for Change (CPC) rebel alliance led by former president François Bozize.
Tensions in the country rose recently after Bozizé’s candidacy for national elections was rejected last year by the country’s highest court.

Communications Unions have called for an explanation into why armed soldiers were allowed inside the South African Broadcasting Corporation (SABC) headquarters in Auckland Park, Johannesburg.
The staff has reported seeing soldiers carrying guns walking through the third floor of the TV Building where the News studios are situated.
The SABC has confirmed that soldiers were deployed to its offices in Gauteng and KwaZulu-Natal to protect the national key points.
President of Bemawu, Hannes du Buisson has challenged the SABC to study their CCTV cameras if they want proof of the soldiers in the newsroom. He says the presence of soldiers creates an atmosphere of fear.
“That easily could create the impression that government or the SANDF are watching you, as journalists. You don’t have to say anything, your mere presence there totally out of place, totally unwarranted, unjustified, being in the public broadcaster building armed with rifles, totally out of place. All of that has certainly created the impression that we are not free, we are not independent, we are watched by Big Brother.”
The SANDF says they were deployed to National Key Points during the riots in July, and SABC premises are part of that deployment. SANDF spokesperson, Brigadier General Mafi Mgobozi, says soldiers will remain stationed where they are needed until they are told to withdraw.
“Our soldiers, when the unrest started, we started deploying our soldiers to national key point areas. The SABC was one of them. And then this deployment will continue until we receive instruction from the Commander in Chief that our soldiers must start withdrawing from the areas where they are.”
Transport Minister Fikile Mbalula tweeted: “We know that the rebels intended to take over the broadcaster.” Du Buisson says if this is true, the broadcaster must play open cards with the employees and the country.
“If a Minister of this country says the rebels wanted to take over the broadcaster, that is very serious. And I think the question should be asked to the board, were you aware or are you aware of any attempts that were aimed at taking over the public broadcaster, the SABC? And why has that not been communicated to the general public out there.”
The SABC says it will not be commenting further at this stage.

The FF Plus is deeply concerned about the large quantities of ammunition and firearms stolen from the police and metro police in Gauteng and the strong possibility that it may end up in the hands of criminals.
The Gauteng MEC for Community Safety, Faith Mazibuko, confirmed in response to a written question by the FF Plus that thousands of rounds of ammunition and 107 firearms belonging to the police and metro police were reported stolen or missing between July 2020 and June 2021.
At present, there are 279 cases under investigation in which police officers’ ammunition and firearms were stolen during armed robberies or have simply gone missing from safes.
In Gauteng alone, 84 police officers are under investigation. The missing firearms include one shotgun, four R5 rifles and 274 pistols.
In addition, 1 668 R5 rounds, 575 shotgun rounds and 1 644 9mm rounds have gone missing. Of the police officers, 12 have already been found guilty, one has been suspended from service and 11 have been given final warnings. The rest are still under investigation.
Ten officers of the Ekurhuleni Metro Police have reported their pistols and ammunition as stolen. These incidents are also still under investigation.
Ten officers of the Tshwane Metro Police have reported their 9mm pistols and ammunition as stolen. Eight of these cases are being investigated and the final result in the other two is pending.
Three Gauteng traffic police officers have also reported their pistols and 45 rounds of 9mm ammunition as stolen. Some of these officers’ firearms were stolen during a hijacking.
This clearly points to poor management as well as a lack of control and discipline; decisive action must be taken.
These weapons that have gone missing or have been stolen are precisely the kind of weapons used in committing transit heists and even farm attacks.

This will be music to the ears of the pro-Zuma crowd: Duduzane has confirmed that he will directly challenge Ramaphosa for the presidency.
Is there another ‘President Zuma’ in the pipeline? Duduzane has again reiterated his desire to replace Cyril Ramaphosa as head of the ANC, with a view to becoming president during the next General Election.
DUDUZANE ZUMA TARGETING SHOWDOWN WITH PRESIDENT RAMAPHOSA
Speaking with Newsbreak Lotus on Saturday, the controversial businessman – and son of former President Jacob Zuma – said that a plan was ‘now in motion’ to challenge Ramaphosa at the 2022 ANC Elective Conference.
Duduzane has made no secret of his desire to follow in his father’s footsteps, and a bid for national leadership has been on the cards for a while. Zuma Jnr finds himself a popular choice amongst some factions of the ANC.
However, he may struggle to appeal to a broader audience – largely down to his connections with the Guptas. Duduzane worked very closely with the corrupt Indian billionaires, and their ties to state capture also reflect on the 37-year-old.
‘I AM WALKING A COMPLETELY DIFFERENT PATH’
While speaking on-air, Duduzane Zuma said he was allowing himself to ‘dream big’, claiming that he would ‘do things differently’ to how President Ramaphosa is running the country. The battle, it seems, has begun in earnest.
“We are putting our name in the hat, running for ANC presidency in 2022 and national general elections in 2024. The reason I say [this] is that we are all allowed to dream big. I’m not a career politician, I’m a businessman and I have made this decision very late in my life,”
“I’m here to do something different because if you’re saying I’m competing against someone it means we walk in the same path. I’m walking a completely different path. We’re going to do things differently. The plan is now in motion.”
