"Pompeo spoke Saturday to a National Governors Association meeting in Washington, telling the governors he knew they had likely been approached by people from China who wanted to invest in their states. He said economic ties with China could be mutually beneficial, just like in the first part of the trade deal President Donald Trump signed with China last month.
But he warned that China had strategically assessed U.S. vulnerabilities and was seeking to exploit the openness of the American system to gain advantage over the U.S. at all levels.

MPs call on Bank of England to track down £50 billion in ‘missing’ money
The UK Public Accounts Committee says the Bank of England should “get a better handle” on Britain’s currency, after a report showed three-quarters of all UK banknotes in existence are not used in transactions or held as savings.
Chair of the Public Accounts Committee and Labour MP Meg Hillier criticised the Bank of England for failing to keep track of the money, declaring that it is “stashed somewhere, but the Bank of England doesn’t know where, who by or what for, and doesn’t seem very curious.”
The National Audit Office (NAO) published the report in September, and it investigates the changing nature of the production and distribution of cash, noting a dramatic decline in its use by the public, as banknotes were used in only three out of every 10 transactions in the country last year.
With only 20-24 percent of notes in circulation being used or held for transactions, the NAO has sought to find explanations for the location of the other funds, suggesting it could be held overseas, in savings that are not registered or used in the shadow economy, an underground system that includes illegal activity and unreported gains.

A Bank of England spokesperson disputed the description of the situation put forward by the committee and the report, stating that “Members of the public do not have to explain to the Bank why they wish to hold banknotes. This means that banknotes are not missing.”

China's Top Chipmaker SMIC & Oil Giant CNOOC "Shocked" Over Trump Blacklisting
After on Thursday the Trump administration added China’s top chipmaker, SMIC, as well as oil giant CNOOC to its rapidly growing blacklist of Chinese companies with deep ties to the PLA military (which is now being added to on a weekly bases), Beijing has blasted this and other proposed moves on the table like delisting Chinese companies from US stock exchanges as "clearly discriminatory".
"The U.S. should stop abusing national power and national security concepts to suppress foreign companies," Foreign Ministry spokesperson Hua Chunying said Friday.
Shanghai-based SMIC says it firmly rejects the decision and allegations, calling it a "fundamental misunderstanding by the US administration of the end-uses of its business and technology" according to Reuters.
China National Offshore Oil Corp (CNOOC) for its part issued a statement saying it is "shocked and regretful" at being added to the US list which now stands at 35 blacklisted companies. It further slammed the "false and inaccurate information" being put out by the US administration.
The US Commerce Department began scrutinizing SMIC in particular long ago, given that in September it began warning American companies they must obtain a license before transferring goods to the Chinese firm due to an "unacceptable risk" that any equipment or services could be used for military purposes, as Reuters notes.
According to the latest update of the list, here were the four added Thursday, alleged to either be owned or secretly controlled outright by the People’s Liberation Army:
Semiconductor Manufacturing International Corp.
China National Offshore Oil Corp.
China Construction Technology Co. Ltd.
China International Engineering Consulting Corp.
The White House is clearly following through on its promise and threat to hammer China right up until inauguration day. "Trump’s measures will box Biden in," Shi Yinhong, director of the Center on American Studies at Renmin University of China told Bloomberg of Trump's pressure campaign this week.
Impact on Chinese and Hong Kong stocks were mixed:
Hong Kong stocks ended the week lower after the Trump administration added four more Chinese companies, including SMIC and CNOOC, to a blacklist on Thursday. China stocks, on the other hand, were in a "soft bull cycle" and recorded a third week of gains.
The Hang Seng Index rose 0.4 per cent to 26,835.92 on Friday, but fell 0.2 per cent for the whole week. The Shanghai Composite Index rose by 0.07 per cent to 3,444.58, gaining 1.1 per cent for the whole week. The gauge has now risen for three continuous weeks.
"It’s a constant escalation. The starting point for negotiations keeps rising. It’s unlikely for the U.S. side to return to a time before decoupling," Yinhong underscored.

Mandatory COVID-19 Testing in Australia: “Reasonable Force Will Be Used to Ensure Your Compliance”
A man travelling to Western Australia has captured the moment police and an emergency health officer issued him with a “medical examination direction” for mandatory COVID-19 testing.
Video of the incident, which has been shared across social media, shows a female doctor and two police officers issuing the man the direction, along with a warning that if he refused to comply within 24-hours, reasonable force would be used to ensure compliance along with a fine of up to $20,000.
The “emergency officer” explained that she was operating under the authorisation of the Chief Health Officer under Section 174(2)(b) of the Public Health Act 2016, to exercise any emergency powers with respect to COVID-19 while under a state of emergency.
The legislation states:
174. Authorisation to exercise emergency powers during public health state of emergency… (2) For the purposes of emergency management during a public health state of emergency, the Chief Health Officer may authorise all or any of the following to exercise any of the emergency powers while the public health state of emergency is in force… (b) a health professional or health professional within a specified class of health professionals.
“This is the direction, it is a medical examination,” the doctor explained to the man. “You must undergo a test for COVID-19 comprising the taking of samples in accordance with the Coronavirus Disease 2019 CDNA National Guidelines for public health units… as soon as possible and in any event within 24-hours of the making of this direction…
The officer went on to say: “You have been given this direction for emergency management purposes to determine whether you have COVID-19 in the interest of preventing the spread of COVID-19.
“It’s a penalty for a person to fail without reasonable excuse to comply with this direction. It’s punishable by a fine of up to $20,000 and if you do not comply, reasonable force will be used to ensure your compliance.”

UK Vaccine Minister Says Bars, Restaurants & Cinemas Will Demand Proof of Vaccination Before Entry

UK vaccine minister Nadhim Zahawi says he expects bars, cinemas, restaurants and sports stadiums to all demand proof of vaccination against COVID-19 before allowing customers to enter their venues.
Speaking with BBC Radio’s The World at One earlier today, Zahawi responded to the host’s question about immunity passports that are registered within a phone app to be allowed to enter a sports stadium or to travel.
“I think you’ll find that restaurants and bars and cinemas and other venues, football stadiums, will probably also use that system,” said Zahawi.
Zahawi went on to explain that the NHS’ ‘track and trace’ app, the use of which was implemented as a requirement to enter bars and restaurants, had set the pretext for the vaccine eventually being made mandatory to enter such venues.

“In many ways, the pressure will come from both ways, from service providers who will say demonstrate to us that you’ve been vaccinated, but also we will make the technology as easy and as accessible as possible,” he added.
The host responded by clarifying that “it would become virtually impossible to do anything if you don’t have the vaccine.”
The comment once again highlights how governments don’t need to make the vaccine compulsory by law, they will simply lean on the travel, leisure and entertainment industry to make life virtually impossible for those who refuse to take it.
By setting the benchmark that virtually any social activity will require people to take the shot, those who refuse will essentially be confined to a form of lockdown for potentially the rest of their lives.
As we previously highlighted, the airline industry is also signaling that it will mandate the vaccine in order for passengers to travel, with Qantas CEO Alan Joyce already insisting that this will be the case.

Trump Campaign Files Lawsuit in Georgia to Overturn Result

President Donald Trump has filed suit in Georgia claiming the election process was filled with “significant systemic misconduct, fraud and other irregularities” resulting in “many thousands of illegal votes” being cast and counted.
The suit was filed in Georgia on Friday on behalf of Trump and David Shafer, a presidential elector pledged to the president. The suit named Georgia Secretary of State Brad Raffensperger and a slew of local elections officials.
It is asking the court to prevent certification of the results and order a new presidential election.
The suit claims:
The election code mandates that those wishing to vote by absentee ballots may apply for a mail-in ballot “not more than 180 days” prior to the election. But it alleges the officials permitted at least 305,701 people to illegally vote who applied for absentee ballots more than 180 days prior to the election and then improperly counted the illegal votes.
Officials allowed at least 92 individuals to vote whose absentee ballots, according to state records, were returned and accepted prior to that individual requesting an absentee ballot.
The officials mailed at least 2,664 absentee ballots to individuals prior to the earliest date permitted by law.
Respondents unlawfully adopted standards to be followed by the clerks and registrars in processing absentee ballots inconsistent with the election code.
Despite the legal requirement for signature matching and voter identity verification, the respondents failed to ensure that such obligations were followed by election officials.
The lawsuit also claims the officials violated Georgia law and the election code, along with state election board rules and regulations.
“The fraud, misconduct and irregularities that occurred under the ‘supervision’ of (the) respondents are sufficient to place the contest election in doubt,” the lawsuit said.
"As a result, there is substantial doubt as to the outcome of the contested election, and the contested election … shall be enjoined, vacated, and nullified and either a new presidential election be immediately ordered that complies with Georgia Page 52 of 64 law or, in the alternative, that such other just and equitable relief is obtained so as to comport with the Constitution of the State of Georgia.”

"Attorney John Durham is seeking a prison sentence of up to six months for Kevin Clinesmith, the former FBI lawyer who pleaded guilty to altering an email from the CIA regarding former Trump campaign aide Carter Page’s past relationship with the spy agency.
"Durham asked a federal judge in a court filing on Thursday to sentence Clinesmith to a jail term “between the middle and upper end” of what federal sentencing guidelines recommend for the crime of making false statements in writing.
Clinesmith pleaded guilty to the charge on Aug. 19. He admitted to adding the phrase “not a ‘source'” to a June 2017 email from a CIA employee who had provided information about Page’s relationship with the agency.
Page served as an “operational contact” for the CIA from 2008 to 2013."

President Donald Trump pardoned his former National Security Advisor Lt. Gen. Michael Flynn (U.S. Army ret.) in the corrupt Russia collusion hoax investigation on Wednesday, November 25. The Department of Justice notified Judge Emmet Sullivan on Monday, November 30 about the pardon and (again) asked for the case against Flynn to be dismissed. Sullivan has not yet acted on the pardon and today, Friday, December 4, a fellow judge on the U.S. District Court for the District of Columbia, Senior Judge Reggie Walton, said at a court hearing in a civil case involving FOIA requests about the Flynn investigation that Sullivan may challenge the Flynn pardon as too broad, according to a report by the National Law Journal.

Major stock benchmarks scored a round of records Friday to cap another week of gains for equities as investors looked past a weaker-than-expected jobs report. The Dow Jones Industrial Average, S&P 500, Nasdaq Composite and Russell 2000 RUT, 2.35% each ended at an all-time high, the first simultaneous record finish for the quartet since Jan. 22, 2018. The Dow DJIA, 0.83% rose around 249 points or 0.8%, to close near 30,218, according to preliminary figures, while the S&P 500 SPX, 0.88% advanced around 32 points, or 0.9%, to finish near 3,699 and the Nasdaq Composite COMP, 0.70% gained around 87 points, or 0.7%, to 12,464.
U.S. Treasury yields shot higher and the yield curve steepened on Friday after a disappointing November employment report added to pressure for Washington to pass a new round of stimulus to help the coronavirus-battered economy. The selloff in Treasuries, which lost some steam later in the session, lifted yields particularly on the longer end of the curve. The benchmark 10-year yield climbed to its highest level since March at 0.986%-see cap#3 and was last up 4.8 basis points at 0.9692%. Before retreating as the day wore on, the 20-year yield reached 1.541%, the highest since June, and the 30-year yield touched 1.75%, the highest since Nov. 10. The yield curve (2s30s) steepened by the most since August this week, to its steepest since May 2017.
The closely watched spread between two- and 10-year notes hit 82.56 basis points, the widest since February 2018. It was last up about 6 basis points at 81.65 basis points. The U.S. Labor Department reported non-farm payrolls increased by 245,000 jobs last month, the fewest in six months, after rising by 610,000 in October. Economists polled by Reuters had forecast payrolls increasing by 469,000 jobs in November. The unemployment rate fell to 6.7% from 6.9% in October.

The drip feed of news on the demise of the London interbank offered rate is causing some violent reactions in derivative markets, including another major shake up on Friday. Activity surrounding June 2023 eurodollar futures which are linked to the three-month dollar Libor rate spiked over the course of the session amid new details on the so-called spread calculation used to determine fallback rates for contracts tied to the benchmark. The gap between the June 2023 and September 2023 contracts widened 4.5 basis points Friday, bringing the weekly move to 20 basis points – an unprecedented surge for a three-month spread. Volumes by 3 p.m. New York time were at a record 85,000 contracts. The surge in activity came after a webinar hosted by the International Swaps and Derivatives Association revealed that an announcement as soon as early next year would trigger a fallback spread calculation for all dollar Libor tenors, including the three-month rate. Traders were quick to catch on to the detail and adjust positions accordingly. Volumes exceeded 370,000 contracts in the September 2023 future for the first time ever.
