To me it looks like a lady, with a part, her hair is blowing in the wind in front of the Seat of the Legislature, and the 5 stars represent the U.S forces. The bottom one she’s wearing Lady Liberty’s crown, and is supposed to represent Lady Liberty from NYC. There’s six stars in that one I believe, and one star on her in the middle. I think perhaps to honor Ashli Babbitt, and resemble her as a living depiction of Lady Liberty. God Bless.
