I say NG, militia would have black boots in evidence and no way in hell mess with those stupid shields. They do not exit the vehicle like any kind of practice and certainly not experience. ACOG sights and no high-power rifle visible. Trousers not even bloused in many cases. Evaluate: Much free gear for the taking. Veterans would have all including vehicles ten minutes max.
