I might be able to help but where are you looking that ties the 10A to this drop you are referencing? I think you’re referencing the drop I’ve included but I don’t see 10A. …but I do have a theory.

Well, I don’t know about the Trump card or what is but here’s a gross oversimplification of how the NCSWIC/commission serves as a potential template. 10A is an EXPRESS LIMITATION on fed govt. Meaning: the actions and powers under specifically stated in Articles 1-3 (articles given the 3 branches) are THE ONLY actions and authorities the feds have. Full stop. Anything not written in those Articles is purely under the control of the states to decide. Full stop. (Now, there has been complete bureaucratic shenanigans that have waaaay exceeded these limits IMO), but a lawful way to adhere to the 10A (states make their own choices) while creating national standards is through commissions. States send reps to these, everyone debates, they decide what to do, and it becomes a compact of sorts…without the finality and inflexibility of statutes and amendments. So, if we are looking at the Q Drop you mentioned, and if we deduce the 10A as an unstated message…commissions are a way to preserve state sovereignty under 10A while still generating a national standard…think voting laws. Only states can create these. Not the most articulate answer but hopefully that helps.
