Mongolia Premier Resigns, Blames President Over Covid Protests

Mongolia’s prime minister resigned a day after protests against his government’s Covid-19 control measures erupted in capital Ulaanbaatar.

 

Prime Minister Khurelsukh Ukhnaa submitted his resignation and a proposal to dissolve his government Thursday after hundreds gathered outside the parliament building to demonstrate against the policies. Parliament, which is controlled by Khurelsukh’s Mongolian People’s Party, voted overwhelmingly Thursday to accept his resignation.

 

In a speech Thursday, the premier accused President Battulga Khaltmaa, from the rival Democratic Party, of orchestrating the protests. Battulga, whose term expires later this year, expressed shock at Khurelsukh’s remarks in a separate speech.

 

“I wonder and wonder why the prime minister of Mongolia did such an act that undermined the trust of the Mongolian people, undermined national unity and openly slandered the president of Mongolia,” Battulga said, according to a transcript on the presidential website.

 

The protests erupted after a video appearing to show a mother being hastily discharged from a local maternity hospital in a bathrobe because she had tested positive for the coronavirus was widely circulated online. Demonstrators flocked to parliament to protest her treatment Wednesday, some wearing only bathrobes and slippers to show solidarity with the woman.

 

While the protests were not unusually large, they lasted well into the winter night, where temperatures can fall as low as -40 degrees Celsius (-40 Fahrenheit). Protesters said they were upset more broadly with extended lockdowns and restrictions on movement, as well as a ban on cross-border travel.

 

The vast country of 3.3 million people - landlocked between Russia and China – has so far avoided the mass coronavirus outbreaks that have troubled others. Mongolia has reported fewer than 1,600 infections since March, with 526 active cases as of Thursday.

National Guard Plans to Ask Thousands of Troops to Remain in DC Until Mid-March

 

The National Guard Bureau is working on a plan to call for thousands of volunteers from the 25,600 Guard members in Washington, D.C., to remain on duty in the city until as late as mid-March.

 

Guard officials announced Thursday that approximately 15,000 Air and Army National Guard troops would begin returning to their home states as early as this weekend.

 

Over the past two weeks, the massive Guard force flowed into D.C. to reinforce federal law enforcement for Wednesday's inauguration of President Joe Biden, following the Jan. 6 breach of the U.S. Capitol that left five people dead.

 

While the inauguration took place peacefully, the Guard is still supporting requests from the U.S. Secret Service and federal law enforcement. Guard officials said Thursday that approximately 7,000 troops would likely remain in D.C. through the end of January.

 

As of Friday, the plan is to have up to 7,000 troops remain in D.C. through March 12, but those details are still in the planning stages, a National Guard official told Military.com.

 

Any Guard members who stay past the original 31-day mobilization order will be on a volunteer basis, and their orders will be modified for the new time frame, Nahaku McFadden, a spokesman for the Guard Bureau, told Military.com.

 

"We are not going to make anybody stay," McFadden said.

 

Guard officials said Thursday that troops in D.C. and across the country did not face a single security threat on Inauguration Day.

 

"We not only had 26,000 here in D.C., but there were also 7,000 supporting 30 state capitals around the country," U.S. Air Force Maj. Gen. Steven Nordhaus, director of Domestic Operations and Force Development for the National Guard Bureau, told Military.com. "There were no incidents that I know of. … It was really remarkable with our states working with their local law enforcement. It was very peaceful, thanks to all the great efforts from the states and the National Guard in each of those states."

Islamic State Returns: Claims Baghdad Suicide Bombing Killing 32

 

Representatives of the Islamic State jihadist group confirmed Thursday that they organized twin suicide bombings in Baghdad, Iraq, that day that left 32 dead and over 100 injured.

 

The attack was the largest of its kind in years in the capital, and the biggest significant attack by the Islamic State in the country since the demise of the group’s “caliphate” in 2017, prompting panic from the Iraqi government. The location is a particular cause of concern for Iraq given that ISIS was traditionally most active in the north of the country, taking over the then-second-largest city in the country, Mosul, and invading areas populated by the nation’s Yazidi minority. Baghdad is about 250 miles from Mosul. ISIS is a Sunni jihadist group, bringing it into conflict with the majority-Shiite Iraqi government and Iranian proxy militias like the Popular Mobilization Forces (PMF), which became an official wing of the Iraqi military during the ISIS occupation.

 

The Kurdish outlet Rudaw confirmed on Thursday that members of the Islamic State used the encrypted application Telegram to confirm that the suicide bombers responsible for the attack this week were members of their jihadist outfit.

 

“Two suicide bombers belonging to the terror group detonated explosive belts in the crowded square, the group confirmed via its propaganda telegram channels late on Thursday,” Rudaw reported. “It said the second bomber struck as people gathered after the first explosion.”

 

Reports indicated the bombers waited for the square’s markets to become crowded before attracting locals by claiming to be sick. The Iraqi government had recently loosened mobility restrictions in place to fight the Chinese coronavirus pandemic, leading to a larger-than-usual crowd at the square.

 

The jihadist group also claimed in al-Naba, the most recent iteration of its propaganda newspaper, that it had conducted 30 attacks throughout Iraq in the week of January 15 to January 21, without providing evidence. Those attacks, ISIS boasted, killed another 40 people. Al-Naba appears to be a successor to Dabiq, the high-production Islamic State magazine that ceased publication in 2016, after U.S. and coalition forces launched a targeted campaign to eliminate ISIS’s top propagandists.

 

Rudaw reported that the Islamic State had killed 28 people in a similar attack in the same location in Baghdad in 2018, but these types of suicide bombings had become unusual in the capital in recent years.

 

The attack on Thursday prompted alarm from the Iraqi government, which rapidly moved to dismiss security officials who failed to act to prevent it. Iraqi Prime Minister Mostafa al Kadhimi reportedly dismissed at least four top officials — the head of the Iraqi federal police, two top Interior Ministry officials, and the director of Intelligence and Security of Baghdad Operations Office — in the aftermath of the attack.

 

“The two terrorist explosions against the safe citizens of Baghdad, at this time, confirms [sic] the endeavor of shadowy groups to target national achievements and the aspirations of our people for a peaceful future,” Iraqi President Barham Salih wrote in a statement posted on Twitter. “We stand firmly against these rogue attempts to destabilize our country.”

 

Iraqi government spokesman Yehia Rasool announced via Twitter on Friday that Baghdad would launch a campaign called “revenge of the martyrs” to eliminate the last of ISIS on Iraqi soil.

Biden Rescinds Trump Order Banning Chinese Communist Involvement In US Power Grid

 

President Biden has revoked a Trump-era executive order that sought to keep foreign countries and companies out of America’s bulk power systems – principally entities associated with the Chinese Communist Party – as part of his “Executive Order on Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis.”

 

The executive order, which executes key tenets of President Biden’s climate change agenda, was released on the former Veep’s first day in office.

 

Section 7 of the massive order, which includes the revocation of the permit for the Keystone XL Pipeline, also revokes several climate and energy-focused executive orders penned by the Trump administration.

 

Subpoint C notes that “Executive Order 13920 of May 1, 2020 (Securing the United States Bulk-Power System), is hereby suspended for 90 days.”

 

The Trump-era order sought to ban, replace, and set new criteria on bulk-power system (BPS) electric equipment coming from a foreign country or national that poses a national security threat.

 

“Foreign adversaries are increasingly creating and exploiting vulnerabilities in the United States bulk-power system, which provides the electricity that supports our national defense, vital emergency services, critical infrastructure, economy, and way of life. The bulk-power system is a target of those seeking to commit malicious acts against the United States and its people, including malicious cyber activities, because a successful attack on our bulk-power system would present significant risks to our economy, human health and safety, and would render the United States less capable of acting in defense of itself and its allies,” the introduction to the executive order read.

 

The move “prohibited any acquisition, importation, transfer, or installation of BPS electric equipment by any person or with respect to any property to which a foreign country or a national thereof has any interest, that poses an undue risk to the BPS, the security or resiliency of U.S. critical infrastructure or the U.S. economy, or U.S. national security or the security and safety of U.S. persons.”

 

The DOE was also tasked with identifying existing BPS electric equipment that violated the aforementioned prescription and “develop recommendations to identify, isolate, monitor, or replace this equipment as appropriate.”

 

Released on May 1st, 2020, the powers provided in the executive order were utilized by the DOE in early December concerning the Chinese Communist Party.

 

As of January 16, 2021, then-Secretary of Energy Dan Brouillette issued a “prohibition order designed to reduce the risks that entities associated with the People’s Republic of China pose to the Nation’s BPS.”

 

“The order prohibits utilities that supply critical defense facilities (CDF) from procuring from the People’s Republic of China, specific BPS electric equipment that poses an undue risk to the BPS, the security or resilience of critical infrastructure, the economy, national security, or safety and security of Americans,” a press release adds.

 

Now, according to Biden’s executive order, the fate of the executive order and America’s BPS rests in the hands of Biden’s Secretary of Energy and Director of the Office of Management and Budget (OMB):

 

“The Secretary of Energy and the Director of OMB shall jointly consider whether to recommend that a replacement order be issued.”

Biden commits on National Sanctity of Life Day to enshrine Roe v. Wade in federal law

 

The president issued a statement that stands in stark contrast with the Trump administration's position on abortion

 

On Friday, acknowledging the 48th anniversary of the Supreme Court's Roe v. Wade decision, President Joe Biden and Vice President Kamala Harris issued a statement committing to support and defend the landmark court decision that legalized abortion nationwide and work to have it codified into law.

 

"In the past four years, reproductive health, including the right to choose, has been under relentless and extreme attack. We are deeply committed to making sure everyone has access to care – including reproductive health care – regardless of income, race, zip code, health insurance status, or immigration status," Biden, a self-described devout Catholic, and Harris said in a joint statement.

 

"The Biden-Harris Administration is committed to codifying Roe v. Wade and appointing judges that respect foundational precedents like Roe," they continued.

 

Abortion rights activists have long sought to have Roe enshrined in federal law to create a national abortion policy that would limit states' ability to pass abortion restrictions. State-led efforts to pass heartbeat bills, banning abortions once a fetal heartbeat is detected, or laws banning abortion after 20 weeks when an unborn child can feel pain could potentially be thwarted if federal law set the rules and procedures for abortion. Pro-abortion activists see these state restrictions as unconstitutional infringements on the right to abortion.

 

"Nearly half a century later, abortion is a right in name only for millions of people across the country," Planned Parenthood President Alexis McGill Johnson said in a statement to TheHill Friday.

 

"As reproductive justice organizations have said for years, Roe is the floor, not the ceiling," she said.

 

"Without access to abortion, this right is meaningless. Now is the time for President Biden and our elected officials in states across the country to take necessary and immediate action to ensure that everyone, no matter their race, income, or ZIP code, has access to safe and legal abortion."

 

The Biden-Harris statement stands in stark contrast to the policies of the previous administration. Donald Trump, in one of his last acts as president, for the fourth time proclaimed Jan. 22 to be National Sanctity of Human Life Day, declaring "every human life is a gift to the world."

 

"This month, we mark nearly 50 years since the United States Supreme Court's Roe v. Wade decision. This constitutionally flawed ruling overturned State laws that banned abortion, and has resulted in the loss of more than 50 million innocent lives," Trump said in a statement.

 

"I call on the Congress to join me in protecting and defending the dignity of every human life, including those not yet born. I call on the American people to continue to care for women in unexpected pregnancies and to support adoption and foster care in a more meaningful way, so every child can have a loving home. And finally, I ask every citizen of this great Nation to listen to the sound of silence caused by a generation lost to us, and then to raise their voices for all affected by abortion, both seen and unseen," the president said.

 

Since President Biden took office, the Trump statement announcing National Sanctity of Life Day was removed from the White House website.

Former Make-A-Wish CEO charged with embezzling funds

 

IOWA CITY, Iowa (AP) — The former CEO of Make-A-Wish Iowa has been arrested on three felony charges alleging she embezzled tens of thousands of dollars from the charity that supports sick children, the group confirmed Friday.

 

Jennifer Woodley, 40, was booked at the Polk County Jail in Des Moines on Thursday on two counts of first-degree theft and the unauthorized use of a credit card. She was released on bond.

 

Months after becoming its leader, Woodley secretly awarded herself a $10,000 bonus in October 2019 that had not been approved by the board, according to criminal complaints unsealed Friday.

 

The bonus, which Woodley added to a list of legitimate bonuses earned by other employees, cost the organization $15,540 in all, police said.

 

Woodley also made 84 unauthorized purchases on an organization credit card that were for her personal use, totaling more than $23,000 over a 10-month span, the complaints state. Woodley allegedly did not reimburse the group for those expenses.

 

The organization announced last summer that it had discovered financial irregularities during a compliance review and that Woodley had been dismissed after serving as president and CEO for just over one year.

 

Based in the Des Moines suburb of Urbandale, the Iowa group is one of 60 chapters of Make-A-Wish America, which works to provide support and memorable experiences for children with critical illnesses and their families.

 

Dave Farnsworth, the board chairman for Make-A-Wish Iowa, said the organization swiftly dismissed Woodley and notified police after discovering the problems last July. He said the organization was “deeply saddened and disappointed by the events" that led to charges against Woodley.
