The biggest difference between contemporary wars and the wars of the past is that, in contemporary wars, the overt goal and the covert goal are often two different matters.
Iraq, which one year was still fiercely attacking Iran on behalf of the U.S. in the Iran-Iraq War, itself became the target of a fierce attack by the U.S. military in the next year (see Endnote 1). An Afghan guerilla trained by the CIA becomes the latest target for an attack by U.S. cruise missiles overnight.
All of this serves to again confirm that old saying: "all friendship is in flux; self-interest is the only constant." The kaleidoscope of war is turned by the hands of self-interest, presenting constantly shifting images to the observers.”
