Fed Chair Powell and Mnuchin collaboration cooled in December
Federal Reserve Chair Jerome Powell spoke less frequently with outgoing Treasury Secretary Steven Mnuchin in December than in any month since the coronavirus crisis began, Powell’s calendar published on Friday shows. The drop in interactions followed Mnuchin’s decision in November to pull the plug on many of the Fed’s emergency lending facilities they had jointly set up earlier in the year. Their close collaboration peaked in April, when Powell’s calendar shows 21 meetings between the two. In December, they had four phone calls, including one for just 10 minutes. During 2019 they averaged about three meetings a month.
Powell had wanted to keep the emergency lending programs open to backstop an increasingly weaker-looking recovery. Mnuchin said Congress had intended for them to sunset at year’s end, and demanded the return of the money. Even as he interacted less with Mnuchin, Powell was preparing for work with Mnuchin’s successor amid resurgent infections and the biggest drop in employment since the spring. He spoke twice with members of the incoming Biden administration’s transition team on the economy, headed by Gary Gensler. Gensler is Biden’s pick to chair the Securities and Exchange Commission. The calendar does not show any meetings with Janet Yellen, Powell’s predecessor as Fed chief who was confirmed last month as Treasury secretary. During the month Powell also met with Democratic and Republican members of Congress as they debated a fiscal package that Powell had long said the economy needed. Ultimately the $892 billion bill passed Congress with bipartisan support on Dec. 21. The Fed chair has made outreach to senators and members of Congress a key aspect of his tenure.
Powell’s calendar lists only dates, times and in some cases locations for meetings, and does not give details on what was discussed.

Mark Carney: Climate crisis deaths 'will be worse than Covid'
The world is heading for mortality rates equivalent to the Covid crisis every year by mid-century unless action is taken, according to Mark Carney. The former central banker said the investment needed to avert millions of deaths was double current rates. But with governments ploughing billions into keeping economies afloat, a question mark hangs over whether the recovery will be green enough. The answer lies in smarter investment, Mr Carney said. Mr Carney, who was the Bank of England governor up until last year, and the head of the Bank of Canada before that, is now the United Nations envoy for climate action and finance.
He told the BBC that while there were parallels between the Covid-19 pandemic and climate change, damage to the environment and ecosystems has the potential to cause many more deaths. "One of the biggest issues is you cannot self-isolate from climate," he said. "That is not an option. We cannot retreat in and wait out climate change, it will just get worse," he told Talking Business Asia: The Climate Change Challenge.
"When you look at climate change from a human mortality perspective, it will be the equivalent of a coronavirus crisis every year from the middle of this century, and every year, not just a one-off event. So it is an issue that needs to be addressed now." But governments pouring trillions of dollars into stimulus plans to rescue their ailing economies are mainly addressing job losses and the economic damage inflicted from lockdowns. Very little of that cash is heading towards reducing carbon emissions, although emissions have fallen in the past year because people aren't travelling as much.
Mr Carney, who is tasked with persuading policymakers, chief executives, bankers and investors to focus on the environment, said: "The scale of investment in energy, sustainable energy and sustainable infrastructure needs to double.

Chinese ships enter Japan waters 1st time under new coast guard law
Chinese coast guard vessels on Saturday entered Japan's territorial waters near the China-claimed Senkaku Islands for the first time since its new coast guard law took effect this month, officials said. The law, which became effective Monday, authorizes the Chinese coast guard to use weapons against foreign ships that Beijing sees as illegally entering its waters.
According to the Japan Coast Guard, two Chinese coast guard ships intruded into Japanese waters near the uninhabited islands around 4:45 a.m. Two Japanese fishing boats were sailing in the waters near the islands, known as Diaoyu in China, according to the 11th Regional Coast Guard Headquarters based in Naha, Okinawa Prefecture. The Chinese vessels pointed their bows toward the fishing boats, in a move apparently aimed at approaching them, the headquarters said, adding that the boats were guarded by Japanese coast guard ships.
Chinese coast guard vessels have been regularly spotted around the Japan-administrated Senkakus, especially under the leadership of President Xi Jinping who aims to achieve his goal of turning the country into a "maritime power." In addition to its claim to the Senkakus, China has maritime sovereignty disputes with several Southeast Asian countries in the South China Sea.
New U.S. President Joe Biden, in his phone talks with Prime Minister Yoshihide Suga late last month, reiterated Washington's "unwavering commitment" to protecting the Senkakus under the two countries' longtime security treaty.

UBS to lift investment bank bonus pool by 20%
Swiss bank UBS is looking to raise the bonus pool for its investment bankers by as much as 20% after a surge in trading revenue helped it post the highest profit in five years, Bloomberg News reported on Friday, citing people with knowledge of the matter. Key wealth management unit employees of UBS, the world’s largest wealth manager, will see variable compensation flat or slightly up from the prior year, with significant variations depending on the region, Bloomberg said in the report, attributing those people.
Wealth managers in the Asia Pacific regions are expected to receive some of the higher rewards, with bonuses increasing by 10%, Bloomberg said. Some private bank employees in Europe will see their bonuses lessened between 10% and 15%.
UBS declined to comment on the Bloomberg report.
