I know the building codes here in WA are ridiculous and require too many straps, hold downs, and nail pattern requirements that are so excessive that the wood splits. Resulting in an even weaker structure than if you did not use a strap to begin with.

For example: a 3' long, 2" wide strap extending from the foundation that had nail holes staggered every inch up the sides. I nailed with teco nails every other hole. The inspector forced me to remove the tecos and replace them, every hole with 3" 16 penny nails. The 2x4 split up the wide side completely. The inspector signed off on it. Nothing I can do about that kind of bullshit.

Sometimes common sense is better than engineers that think they know better. Each nail having x amount of sheer strength, unless you use so many that the board is destroyed.
