Ken Griffin rejects the idea that Citadel uses personal information from retail investors
Citadel CEO Ken Griffin dismissed the idea that the firm improperly uses information it garners from its market-making operation as it comes under scrutiny from Congress about its role in the GameStop mania last month. “I think there’s been a number of misperceptions about the data we receive from the brokerage community. In fact, a prominent U.S. Senator asked us specifically about what personal identifying information do we receive from retail investors. The answer is none,” Griffin told CNBC’s Andrew Ross Sorkin on CNBC’s “Squawk Box” Friday.
Market makers, such as Citadel Securities, pay e-brokers like Robinhood for the right to execute customer trades. The broker is then paid a small fee by the market makers for the shares that are routed, which can add up to millions when customers trade actively. Robinhood received more than than $221 million in “payment for order flow” in the fourth quarter of 2020.
However, market makers have come under scrutiny, especially in the context of the GameStop trading turmoil, about the information they are able to garner from the flows of retail clients. In some cases, critics speculate how Citadel, which runs hedge fund and market-making operations as separate business units, could use that information. “This conspiracy theory that we some how or another are like some of the big tech giants that have access to personal identifying information is just flat out false,” said Griffin. “We have a price, quantity, a limit. That’s what comes to us in an order from a retail broker.”
Citadel Securities executes roughly 40% of all retail volume, Griffin told the House Financial Services Committee on Thursday during the GameStop hearing. “We receive an order and as the party that has to execute that order what we look at at the moment of receipt is what are the various options that we have to achieve the very best execution for that order,” said Griffin. “We are not permitted to trade in front of that order, any execution that we can achieve in the context of the market for fulfilling that order we must provide back to the retail investor, sometimes even with our pricing improvement that we add on at the moment of execution.”
Griffin, along with the CEOs of Robinhood, Reddit and Melvin Capital, were pressed by members of the House on Thursday regarding last month’s epic short squeeze in GameStop’s stock. The Citadel chief defended a controversial method brokerages use to make money, payment for order flow, and said his firm would adapt if new regulations prohibited the practice. Robinhood and other brokers rely on payment for order flow as their profit engine in lieu of commissions.
Griffin was also pressed about the relationship between Citadel Securities and Citadel the hedge fund, which injected $2 billion into Melvin Capital once the hedge fund took major losses from shorting GameStop. However, Griffin repeatedly denied the firm had anything to do with Robinhood’s decision to restrict trading in GameStop. Robinhood has said that move was done so it could meet capital requirements from its clearing firm.

Bitcoin touched a market capitalization of $1 trillion as it hit yet another record high on Friday, countering analyst warnings that it is an “economic side show” and a poor hedge against a fall in stock prices. UK Court Blocks Release of HSBC Papers in Huawei CFO Fraud Case
A British judge on Friday blocked the release of internal HSBC documents relating to U.S. fraud allegations against Huawei Chief Financial Officer Meng Wanzhou.
Meng is facing charges of bank fraud in the United States for allegedly misleading HSBC about Huawei's business dealings in Iran, causing the bank to violate U.S. sanctions.
She has been under house arrest in Canada since being detained at Vancouver airport in 2018 and has become one of the most high-profile figures in a trade war between China and the United States.
In a hearing at Britain's High Court last week, her lawyers argued that the charges against her were based on a presentation she gave to a senior HSBC executive in 2013.
The legal team said that "an incomplete version" of her statements in the presentation had been presented by U.S. authorities and asked the court to order the release of HSBC documents detailing the contents of the meeting.
The judge's written judgment on Friday declined Meng's application and ordered her team to pay legal costs of 80,000 pounds ($111,936).
A Huawei spokesman said: "Huawei is disappointed by today's court ruling. The pursuit of justice benefits from access to relevant information and clarity of fact."
An HSBC spokeswoman said: "This application for disclosure in the UK was without merit and we are pleased that the High Court agreed with our position."

Edwards AFB conducts Space Force Transfer Ceremony
The 412th Test Wing hosted a ceremony for 17 Airmen who have transferred as Guardians in the Space Force at Edwards Air Force Base, California, Feb. 11.
The Airmen were assigned to the 412th TW as well as those assigned to different mission partners stationed at Edwards AFB. The ceremony took place in front of the historic Hangar 4305 where the first U.S. jet aircraft, the Bell P-59 Airacomet, was assembled and housed during developmental flight tests.
“It’s our ability to lean forward into the straps to explore new domains and we can have confidence in knowing that we do dominate the air ways, we dominate the seas, and we will, here, because of everything you all are about to embark on, dominate space,” said Col. Randel Gordon, 412th Test Wing Vice Commander. “Thank you for having me to be in the cradle of such a historical base, where we’ve made so many strides within our own atmosphere, to be sitting here among heroes who are going to make significant strides outside of our atmosphere.”

Chinese fighters buzz Taiwan's air zone as it appoints new defense minister
Taiwan’s air force scrambled on Friday after eight Chinese fighter aircraft flew into the southwestern part of its air defence zone in another display of stepped-up military activity around the democratic island.
Beijing, which claims Taiwan as Chinese territory, says it is responding to what it calls “collusion” between Taipei and Washington, Taiwan’s main international backer and weapons supplier. The Taiwanese Defence Ministry said four Chinese J-16s and four JH-7s as well as an electronic warfare aircraft flew near the Taiwan-controlled Pratas Islands in the top part of the South China Sea. The air force scrambled, with “radio warnings issued and air defence missile systems deployed to monitor the activity,” the ministry said. Chinese aircraft fly in the southwestern corner of the zone on an almost daily basis, though the last such large-scale incursion was on Jan. 24 when 12 Chinese fighters were involved. There was no immediate comment from China.
Shortly before the ministry’s statement, Taiwan announced a reshuffle of senior security officials including a new, U.S.-trained defence minister, to help bolster military modernisation and intelligence efforts.
President Tsai Ing-wen has pledged to defend the island and has made modernising its armed forces a priority, including developing a fleet of new submarines, buying new F-16 fighters from the United States and upgrading its warships. National Security Bureau Director-General Chiu Kuo-cheng, who graduated from the U.S. Army War College in 1999, would replace Yen De-fa as defence minister, Presidential Office spokesman Xavier Chang told reporters. The president expected Chiu to complete the next stage of military reforms, including planning for “asymmetric warfare”, focusing on high-tech, mobile weapons designed to make any Chinese attack as difficult as possible, Chang said. Chiu’s old job as intelligence chief will be taken by Taiwan’s top China policy-maker, Chen Ming-tong, now head of the Mainland Affairs Council. “The most important task of the National Security Bureau is to understand and have a grasp on China,” Chang said. They will take up their posts next week.

Italian Navy Cavour Aircraft Carrier Arrived At Naval Station Norfolk In Preparation For The F-35B Certification
The Italian Navy Cavour aircraft carrier (CVH 550), the flagship of the Marina Militare (Italian Navy), arrived at Naval Station Norfolk (Virginia) on Feb. 13, 2021 in preparation for the ship’s F-35B certification campaign with the U.S. Marine Corps. In about two weeks, the ITS Cavour will leave Norfolk to begin the main portion of the “Ready for Operations” deployment, embarking an F-35 Joint Program Office (JPO) test team to conduct sea trials with the new F-35B.
The deployment was announced last month by the Naval Attaché at the Italian Embassy in Washington DC during the Surface Navy Association (SNA) 2021 virtual Symposium. The ITS Cavour left its home port in Taranto on January 28 and made a quick stop in Rota (Spain) before beginning its 10-day crossing of the Atlantic Ocean on its way to the United States, where it arrived after a total of 17 days.
Towards the end of the navigation, the Italian ship conducted a three-day interoperability exercise, from February 10 through 12, with the Arleigh-Burke class guided-missile destroyer USS Stout (DDG-55) in the Western Atlantic, with support from Carrier Air Wing (CVW) 7 and Patrol and Reconnaissance Wing (CPRW) 11. Specific events included integrated ship maneuvering, low-slow-flyer detect-to-engage, Anti-Surface Warfare (ASW) training with P-8As Poseidons, air defense/air intercept control event with F/A-18s Super Hornets and C5I (Command, Control, Communications, Computers, Collaboration and Intelligence) interoperability events.
