First assumption: In any state, there are a set number of precincts that will report election results; that number won't change. So when all precincts have reported, the "% reporting" will be 100%.

Second assumption: There shouldn't be any way for the % reporting to go down. For example, If the % reporting at 7:00pm is 15%, there is no way that the 9:00pm report should show the % reporting as less than 15% - the % reporting should only ever go up as time goes by.
