the PEPFAR pipeline is big. Most foreign assistance programs carry pipelines and large assistance programs like PEPFAR will have large pipelines. As of iune 30, 2012, the latest data we have, PEPFAR was carrying a pipeline of undisbursed funds (funding that is available but has not gone out the door yet) of $6.7 billion. Of this amount. USAID-managed PEPFAR programs represent 62 percent of the overall pipeline. 1-11-IS is second comprising 27 percent of the pipeline. Why is the pipeline so big? Remember that PEPFAR receives over $5 billion per year in appropriations annually and there are delays in moving money to the field and then to implementers. Appropriations bills are always late and once an appropriations bill is passed OGAC runs a thorough and lcngthy process to determine how to allocate these funds. It is natural that OGAC will my over substantial funding from one fiscal year to the next. Even USAID's own guidelines suggest that programs have 9-12 months of carryover to deal with such delays.
