'WASHINGTON — A former American intelligence official who came under intense scrutiny during a stint at the White House last year is returning to government as the national security adviser to Attorney General Jeff Sessions, according to a person familiar with the decision.
The official, Ezra Cohen-Watnick, will play an important role at the Justice Department, advising Mr. Sessions on counterintelligence and counterterrorism.
Mr. Cohen-Watnick is known to be hawkish on Russia and China, believing the intelligence community needs to take a more aggressive approach in countering their activities. Both countries conduct wide-ranging espionage in the United States that targets commercial and government secrets. Mr. Sessions is broadly viewed in the Justice Department as lacking expertise in the area.
The Justice Department declined to comment.
Mr. Cohen-Watnick, 31, served briefly at the start of the Trump administration as the senior director for intelligence for the National Security Council, overseeing covert action and other intelligence programs. He was brought on by Michael T. Flynn, President Trump’s first national security adviser. But some former officials criticized Mr. Cohen-Watnick, a former clandestine officer in the Defense Intelligence Agency, as too young for the job, which is usually filled by C.I.A. veterans.
Mr. Cohen-Watnick was ousted in August 2017 as part of changes in the White House, one of several appointees of Mr. Flynn who were removed by his replacement, Lt. Gen. H.R. McMaster.
National Security Council aides usually draw little public scrutiny, but Mr. Cohen-Watnick was swept up in the tumult of early 2017 when Mr. Trump accused the previous administration, without evidence, of wiretapping his phones at Trump Tower.
Mr. Trump’s allegations were bolstered by Representative Devin Nunes of California, the Republican chairman of the House Intelligence Committee, who said he had evidence that Mr. Trump’s communications were incidentally swept up in surveillance of foreigners by American spy agencies.
Mr. Nunes did not divulge the sources of this information, but American officials later told The New York Times that Mr. Cohen-Watnick, at the instruction of two senior White House officials, helped print intelligence reports that later served as Mr. Nunes’s proof.
The revelation showed that Mr. Nunes and one of the aides, Michael Ellis, a lawyer in the White House Counsel’s Office, were using intelligence to advance political goals. It also undercut Mr. Nunes’s claims that his information came from whistle-blowers, and revealed that he was eager to aid the Trump administration when he was conducting what was supposed to be an independent investigation of Russian election meddling.
Mr. Cohen-Watnick did not provide the intelligence reports to Mr. Nunes.
The episode prompted Mr. Nunes to recuse himself from the committee’s inquiry, which devolved into partisan bickering and has effectively ended.'

(CNN)Ex-top Trump Justice Department official Rod Rosenstein has told people in recent days he was not aware of a subpoena that targeted the data of Democratic members of Congress while he was deputy attorney general, a source familiar with Rosenstein told CNN on Saturday.
The attorney general at the time of the Apple subpoena, Jeff Sessions, was recused from all matters related to the Russia probe so a related leak investigation would have fallen under Rosenstein, CNN has reported. Former Attorney General Bill Barr, who took office a year after the subpoena was issued, told Politico on Friday he does not recall discussing a probe of lawmakers.
Rosenstein's distancing from the controversial investigation comes as details released by Apple show the government presented the company with a broad subpoena for data connected to many numbers and emails and then put it under a gag order preventing disclosures to customers. The subpoena did not describe the nature of the investigation.
The gag order was renewed three times but was not extended this year. That freed Apple last month to finally inform those whose data was taken. It is at that point that Reps. Adam Schiff and Eric Swalwell both California Democrats on the Intelligence Committee who were Trump opponents as well as committee staff and other staff, some family and even a minor learned their data was taken. Records seized included those from staff members who had nothing to do with issues related to Russia or former FBI Director James Comey, including Schiff's personal office staff, a House Intelligence Committee source told CNN.
The Justice Department has not publicly explained why Apple was being ordered to hand over the data. The Justice Department has also not explained why the request was so broad, who approved it, and what was being investigated. The Department of Justice is launching an Inspector General review into how the investigation was handled.
Senate Majority Leader Chuck Schumer and Senate Judiciary Committee Chairman Dick Durbin are calling for Barr and Sessions to testify on the matter.
"If they refuse, they are subject to being subpoenaed and compelled to testify under oath," the Democrats said in a statement Friday. But a Senate aide explained that Democrats would need the support of at least one Republican on the evenly divided Judiciary Committee to approve any subpoenas. House Democrats, however, can issue subpoenas without the consent of the GOP.
Democrats on the House Intelligence Committee, which Schiff chairs, plan to ask Apple to look into whether additional members were targeted by the Trump Justice Department, CNN has reported.
Rep. Mike Quigley, an Illinois Democrat on the committee who told CNN Friday that he doesn't know if his data was seized, said Saturday that the Department of Justice should be coming forward with information. "I think it's time for the Department of Justice to come forward and brief all of Congress on everything they know," he said on CNN's "Newsroom."
"I think the attorney general has to recognize this isn't an isolated incident," he added, referring to Attorney General Merrick Garland. "This is a systemic abuse of power, as we've described before. He has to get a handle on that."
News of the subpoenas, which broke Thursday evening, marked just the latest disclosure about the Trump administration's heavy-handed tactics toward leak investigations. The development follows a series of revelations about the Justice Department secretly obtaining records from journalists, including CNN's Barbara Starr, as well as reporters from The Washington Post and other news organizations.
