Immigrant rights advocates said Monday that Democrats must change, ignore or overturn the Senate parliamentarian’s ruling that the law precludes adding an amnesty for millions of illegal immigrants to the $3.5 trillion budget bill.

Some activists said they’re willing to give party leaders more time to change Parliamentarian Elizabeth MacDonough’s mind with an alternative legalization plan.

But a growing chorus of voices said Democrats must ponder tougher measures, including voting to overturn her decision, upend 30 years of Senate practice and bully the amnesty through Congress.

“It’s time to stop honoring archaic procedures and honor the promises we made to immigrant families,” Rep. Ayanna Pressley, Massachusetts Democrat, said on Twitter.

The National Immigration Law Center explicitly said Democrats must vote to “overrule” the decision and warned of “implications” if the party falls short.

The tough talk underscored the stakes for Democrats on immigration after years of promises for action that ended without a bill clearing Congress.

The new hiccup came with Ms. MacDonough, who ruled that attempting to grant legal status to as many as 8 million illegal immigrants was a massive policy change and thus can’t be tucked into budget “reconciliation,” a process that allows the majority to avoid a filibuster and pass fiscal legislation by majority vote.

Democratic leaders say they have alternative proposals that they think might fit into the rules.

Some activists said they’ll give Democrats time to make that case.

“The parliamentarian is a civil servant, and we want to be respectful of the role that she has played. She serves at the pleasure of Democratic leadership. Her response was political, but we have more political power,” said Gustavo Torres, executive director of CASA, a prominent immigrant-rights group in the Washington area. ..

President Biden sought to reinvigorate America’s image as a world leader in a speech at the United Nations on Tuesday, brushing aside criticism from allies that he has ignored their concerns on issues including Afghanistan and COVID-19.

The speech before the annual U.N. General Assembly, Mr. Biden’s first as president, kicked off a week of diplomacy designed to recast America as a dependable ally at the forefront of efforts to combat climate change, COVID-19 and cybercrimes.

“I know this: As we look ahead, we will lead. We will lead on all of the greatest challenges of our time, from COVID to climate, peace and security, human dignity and human rights, but we will not go it alone,” he said.

Mr. Biden didn’t mention concerns from NATO allies about his go-it-alone approach to exiting Afghanistan. Several allies urged Mr. Biden to push back his self-imposed Aug. 31 withdrawal deadline but felt impotent when he refused. Others griped that the chaotic withdrawal left them scrambling to evacuate their own citizens ahead of a Taliban takeover.

Mr. Biden defended the Afghanistan withdrawal. He said it was a step toward repositioning the U.S. to head up the global battle against inequity and poverty.

“All the unmatched strength, energy, and commitment, will and resources of our nation are now fully and squarely focused on what’s ahead of us, not what was behind,” he said, noting that the U.S. is not at war for the first time in 20 years.

Republicans said Mr. Biden is failing the leadership test on the world stage. Rep. Michael T. McCaul of Texas, the top Republican on the House Foreign Affairs Committee, said the president’s speech “does not match his actions.” ..

deaths than those caused by the flu to move beyond restrictions such as lockdowns and border closures.

While European countries with high vaccination rates have largely returned to normal life, living with Covid-19 could prove more difficult to accept for Asia-Pacific economies that avoided even flu-level death rates by sealing their borders.

“My personal feeling is that, after brainwashing people in many places with this fight against the virus and suppressing it, telling people that everything would be back to normal with a vaccine, politicians are finding the inconvenient and unpalatable truth difficult to sell,” said Roberto Bruzzone, an infectious-disease expert and co-director of the HKU-Pasteur Research Pole in Hong Kong.

“It seems that we can die of all kinds of diseases, but not of Covid-19. We do not need numbers to be anaesthetised and trivialise suffering, but death is part of life and we need to keep this pandemic in perspective.”
