Myanmar rejects ASEAN envoy's meeting with "specific individuals"
Myanmar's military government has said it could not approve a special ASEAN envoy's insistence on meeting with "some specific individuals" in the country, indicating it has effectively rejected his visit because of the request to meet civilian leader Aung San Suu Kyi and some other opposition leaders.
The Foreign Ministry under the military government issued a statement on Thursday saying "some requests which go beyond the permission of existing laws will be difficult to be accommodated," regarding the request by Erywan Yusof, ASEAN's special envoy on Myanmar and Brunei's second foreign minister. he special envoy of the Association of Southeast Asian Nations, who was appointed in August, is supposed to mediate dialogue between all sides in Myanmar's political turmoil as part of his mandate. He had planned to visit the country from Monday to Thursday.
While the statement did not explicitly mention that the ministry had refused Erywan's visit, a spokesman of the Myanmar military told Radio Free Asia on Thursday that the special envoy's visit was postponed from his side due to his "bargaining attempts." In the statement, the ministry also said it hopes Erywan will avoid any actions that are aimed at putting politically motivated pressure on Myanmar.
On Friday, ASEAN foreign ministers will hold an emergency online meeting to discuss Myanmar, including not letting the country's military leader attend a summit meeting late this month, according to ASEAN sources.
Singapore, Indonesia and Malaysia proposed at a high-level ASEAN meeting on Friday last week that Senior Gen. Min Aung Hlaing, who led a coup in February that ousted the elected government under Suu Kyi, not be allowed to participate in the summit, the sources said.
ASEAN comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

BofA Joins Morgan Stanley With Post-Earnings Bond Sale
Bank of America Corp. is tapping the U.S. investment-grade bond market Friday with a self-led deal, joining Morgan Stanley in issuing new debt following a better-than-expected earnings report.
The bank is selling 11-year fixed-to-floating-rate notes with initial price discussions in the area of 1.15 percentage points above Treasuries, according to a person familiar with the matter. Russia and China hold joint naval drills in Sea of Japan
Russia and China held joint naval drills in the Sea of Japan on Friday and practiced how to operate together and destroy floating enemy mines with artillery fire, the Russian defense ministry said in a statement.
The war games are part of naval cooperation drills between the two countries which run from Oct. 14-17 and involve warships and support vessels from Russia’s Pacific Fleet, including mine-sweepers and a submarine. Moscow and Beijing have cultivated closer military and diplomatic ties in recent years at a time when their relations with the West have soured. Two Chinese destroyers, a submarine and two corvettes were among the vessels Beijing had sent to take part in the drills, the Russian defense ministry said, saying they had dropped anchor in the Russian far east the previous day.
The combined force would practice shooting at targets designed to imitate enemy surface ships and hold air-defense drills involving Russian SU-30SM multi-functional fighter jets and helicopters, the ministry said.

Tether, Bitfinex agree to pay $42.5 million in fines to settle U.S. CFTC charges
Tether will pay $41 million to U.S. regulators over misleading claims about its cryptocurrency stablecoin and cryptocurrency exchange Bitfinex will pay $1.5 million for illegal transactions, the Commodity Futures Trading Commission (CFTC) said on Friday. Tether Holdings Limited, Tether Limited, Tether Operations Limited, and Tether International agreed to pay the civil monetary penalty to settle CFTC charges they had made untrue or misleading statements and omission of material facts about the U.S. dollar tether token stablecoin being fully backed by U.S. dollars, the CFTC said in a statement.
In a separate settlement, iFinex Inc, BFXNA Inc, and BFXWW Inc agreed to pay a penalty to settle charges related to their operation of the Bitfinex cryptocurrency trading platform. The CFTC said the firm exchanged in illegal, off-exchange retail commodity transactions in digital assets and operated as a futures commission merchant without registering. Neither company admitted nor denied the CFTC’s findings or responded immediately to requests for comment.

Oil prices rise to three-year high on back of supply deficit forecasts
Oil prices settled at a three-year high above $85 a barrel on Friday, boosted by forecasts of a supply deficit in the next few months as the easing of coronavirus-related travel restrictions spurs demand.
Brent crude futures settled up 86 cents, or 1%, at $84.86 a barrel. Front-month prices, which touched their highest level since October 2018 at $85.10, hit a weekly rise of 3%, its sixth straight weekly gain.
U.S. West Texas Intermediate (WTI) crude futures rose 97 cents, or 1.2%, to $82.28 a barrel. The was up 3.5% on the week in an eighth consecutive weekly rise. Demand has picked up with the recovery from the COVID-19 pandemic, with a further boost from power generators who have been turning away from expensive gas and coal to fuel oil and diesel. The White House said it will lift COVID-19 travel restrictions for fully vaccinated foreign nationals effective Nov. 8, which should boost jet fuel demand.
Meanwhile, a sharp drop in oil stockpiles in the United States and the member countries of the Organisation of Economic Co-operation and Development is expected to keep global supply tight. “It will take a trifecta of events to derail this oil price rally: OPEC+ unexpectedly boosts output, warm weather hits the Northern Hemisphere, and if the Biden administration taps the strategic petroleum reserves,” said Edward Moya, senior market analyst at OANDA. U.S. energy firms this week added oil and natural gas rigs for a sixth week in a row as soaring crude oil prices prompted drillers to return to the wellpad. The U.S. oil and gas rig count, an early indicator of future output, rose 10 to 543 in the week to Oct. 15, its highest since April 2020, energy services firm Baker Hughes Co said in its closely followed report on Friday.
The International Energy Agency on Thursday said the energy crunch is expected to boost oil demand by 500,000 barrels per day (bpd). That would result in a supply gap of around 700,000 bpd through the end of this year, until the Organization of the Petroleum Countries and allies, together called OPEC+, add more supply, as planned in January.

​Big Six banks join Mark Carney-led Net-Zero Banking Alliance
Canada's Big Six banks have together announced that they will join the Net-Zero Banking Alliance ahead of the UN climate summit set to start in Glasgow at the end of the month.
The global alliance commits members to aligning their lending and investment portfolios with net-zero emissions by 2050, as well as to setting intermediate targets for 2030 or sooner. The industry-led alliance is the banking component of the wider Glasgow Financial Alliance for Net Zero, chaired by UN special envoy and former Bank of Canada governor Mark Carney. Carney said in a statement that by joining the alliance, the Canadian banks are "bringing their deep expertise and strong balance sheets to drive solutions for the sustainable economy." Most of Canada's big banks have already made separate pledges over the past year to achieving net-zero emissions by 2050, but the alliance says that it provides an internationally coherent framework and guidelines for all banks to follow.
Vancouver City Savings Credit Union and HSBC were the only banks operating in Canada to sign on to the alliance when it was first announced in April.
