Japan’s Carbon Goal Is Based on Restarting 30 Nuclear Reactors
Japan’s goal of reducing carbon emissions by 46% by 2030 is based on the assumption it will restart 30 of its nuclear reactors, a top ruling party executive said.
Akira Amari, secretary general of the Liberal Democratic Party, made the remarks Sunday in a televised debate broadcast by NHK ahead of the Oct. 31 general election.
Much of Japan’s nuclear capacity has been offline since the 2011 Fukushima disaster and Amari said only nine reactors are currently in service. Surveys generally show the electorate is against restarting the plants. The LDP has also been promoting the idea of building small modular reactors, saying they are safer than Japan’s existing atomic plants. Amari said Japan was in a particularly difficult situation in meeting carbon targets, because it has no power links with other countries and doesn’t have reliable prevailing winds.

Bill Clinton released from Southern California hospital
Bill Clinton was released Sunday from the Southern California hospital where he had been treated for an infection.
The former president was released around 8 a.m. from the University of California Irvine Medical Center. Clinton, 75, was admitted Tuesday to the hospital southeast of Los Angeles with an infection unrelated to COVID-19, officials said. Clinton spokesman Angel Ureña had said Saturday that Clinton would remain hospitalized one more night to receive further intravenous antibiotics. But all health indicators were “trending in the right direction,” Ureña said. “President Clinton has continued to make excellent progress over the past 24 hours,” Ureña said.
Hillary Clinton has been with her husband at the hospital and accompanied him as he left Sunday. President Joe Biden said Friday night that he had spoken to Bill Clinton, and the former president “sends his best.” “He’s doing fine; he really is,” Biden said during remarks at the University of Connecticut. “He is in great spirits and has been spending time with family, catching up with friends, and watching college football,” said Ureña’s Saturday statement.
An aide to the former president said Clinton had a urological infection that spread to his bloodstream, but he is on the mend and never went into septic shock, a potentially life-threatening condition.

Kishida’s Offering to Japan War Shrine Angers China, South Korea
Japanese Prime Minister Fumio Kishida made an offering to a controversial war shrine only weeks after becoming leader of the government, a move that angered both China and South Korea.
Kishida donated religious ornaments to mark the Yasukuni Shrine’s autumn festival, the Associated Press reported. Yoshihide Suga, whose resignation paved the way for Kishida to become prime minister on Oct. 4, visited the shrine on Sunday, the AP said.
The Tokyo shrine honors millions of Japanese war dead, including 14 men convicted as Class A war criminals after World War II, and is generally viewed by Japan’s neighbors as a symbol of the country’s past militarism. Japan occupied South Korea for 35 years before its defeat in 1945, and its invasion of China in the run-up to the global conflict led to the deaths of millions of Chinese soldiers and civilians. Kishida made a “bad start” with the offering, which “demonstrated again the rise of right-wing conservative forces in Tokyo,” China’s Global Times, the Communist Party-backed tabloid, wrote Sunday. South Korea’s Foreign Ministry expressed “deep disappointment and regret” over the offering.
No sitting Japanese prime minister has visited the shrine since Shinzo Abe in 2013. That visit scarred Japan’s relations with China and South Korea for several years.
